The County Legislature shall organize itself, hold meetings and conduct its business in accordance with and pursuant to Article 4 of the County Law of the State of New York.

A vacancy in the office of County Legislator shall be filled by a qualified voter who is a resident of the legislative district in which the vacancy exists, chosen by a majority vote of the Cayuga County Legislature. Said person so appointed shall be enrolled in the same political party as the County Legislator that he succeeds.
