[Adopted 8-10-1992 by L.L. No. 4-1992]
The legislative body of the County of Cayuga on and after January 1, 1994, shall continue to be known as the "Cayuga County Legislature." The County Legislature shall consist of 15 members, each member representing a specifically described legislative district.

A. 
Residency. Each Legislator shall be a resident of the district he or she represents.
B. 
Term and term limit. The term of office for Legislators shall commence January 1 of the year following an election at which there is an election of Legislators and the terms shall run as follows:
(1) 
At the general election held in November of 2021, Legislators elected in districts with odd numbers shall have a two-year term.
(2) 
At the general election held in November of 2023, and all subsequent elections, Legislators elected for any district shall have a four-year term.
(3) 
Term limit. Any person who has been elected to three full four-year terms on the Legislature shall be ineligible to run for an additional full or partial term. Service as a County Legislator before January 1, 2008, shall not be considered for purposes of this term limit calculation.
The apportionment of the County Legislature shall be based on the last official federal decennial census for total County population less inmates of state prisons that exclusively have felons.

It is intended that:
A. 
The apportionment and districting herein provided shall result in a County Legislature which will conform to judicial and constitutional standards of equality of representation. This reapportionment plan is adopted pursuant to authority of Article 2 of the Municipal Home Rule Law of the State of New York.
B. 
The legislative districts herein described shall completely encompass all the geographical area of Cayuga County.
C. 
The legislative districts described herein contain the total permanent population of Cayuga County as determined by the 1990 official decennial census less inmates of state prisons that exclusively have felons.
D. 
No legislative district shall include any geographical area which is included within the description of any other district.
If the descriptions of the legislative districts do not carry out the purposes hereof because of unintentional omissions, duplications, erroneous names, street closings, or other changes or conditions, the County Legislature, at the request of any person or candidate aggrieved thereby, may, by resolution, correct such omissions, overlaps or other defects in the description of the districts so as to accomplish the purposes and objectives of this article.
The Cayuga County Legislature as existing immediately before the time this article takes effect shall continue to be the legislative body of Cayuga County until the expiration of the terms of the Legislators in office.
After this article becomes effective, the populations of the legislative districts shall be submitted to a qualified weighted voting expert who will compute weighted voting numbers for each legislative district. A weighted voting plan shall be computed for simple majority voting and a separate weighted voting plan shall be computed for 2/3 majority voting. The mathematical computation shall utilize the same computer program as used in connection with the present weighted voting system. The Cayuga County Legislature shall, by resolution, confirm the weighted voting plans as so computed.
If any portion of this article shall be adjudged by the courts to be invalid, said judgment shall not affect the remainder thereof if the remainder is sufficient to carry out the intent of this article.
