In all cases of absence during any regular or special meeting of the Legislature of any committee meeting duly called pursuant to written notice, a Legislator who does not have sufficient excuse, as hereinafter provided, shall forfeit $50 of pay for each meeting not attended. The committees applicable are those committees created in the County Legislature Rules of Order.
The following shall apply:
A. 
The committee chair shall determine whether sufficient excuse exists for a member to be absent from a committee meeting. The Chair of the Legislature shall determine whether there is sufficient excuse for an absence if the meeting is a Legislature meeting or the person who did not attend the committee meeting is the Chair.

B. 
Absence by reason of performance of official duty for the County, or absence occasioned by the performance of any other official duty, shall at all times be deemed a sufficient excuse.
C. 
Illness of the Legislator or death or illness in the family of the Legislator shall at all times be deemed a sufficient excuse.
D. 
Being out of the County on a trip overnight shall at all times be deemed a sufficient excuse.
E. 
Inclement weather wherein law enforcement officers have advised people to stay off the roads shall be deemed a sufficient excuse.
