The purpose of this article is to restrict parking in parking lots adjacent to County buildings and provide a system of enforcement of said restrictions through a violation program. This violation program will operate pursuant to an intermunicipal agreement with the City of Auburn dated July 22, 1994, and as amended from time to time by resolution of the City Council and Cayuga County Legislature.
A. 
The County parking lots used for employee and official parking will be included in the City of Auburn parking ticket system pursuant to the above-mentioned intermunicipal agreement, but the city shall have no responsibility to police the lots for parking violations under this article.
B. 
The lots to which this article applies shall include:
(1) 
Immediately behind and adjacent to the County Office Building;
(2) 
West parking lot adjacent to the Veterans' Memorial and Pomeroy Park;
(3) 
Parking lots behind and on each side of the Historic Post Office;
(4) 
The parking areas adjacent to the former Sheriff's office and jail on Court Street, including the lot on William Street in back of the former jail;
(5) 
Any others designated by resolution of the County Legislature.
C. 
Only vehicles that have County-issued parking permits shall be allowed to park in said lots, except as otherwise provided herein. Regular and temporary permits will be issued by the County Superintendent of Buildings and Grounds or Clerk of the Legislature or their designee.

D. 
Vehicles in said lots that do not have a current valid County-issued parking permit will be issued a violation notice. The notice of violation may be issued by any security personnel assigned to a County building or the County Building Superintendent or his/her designee.
E. 
There will be reserved spaces for certain officials, visitors and handicapped persons that may not be utilized by persons with or without County parking permits. In the event that an unauthorized person parks in a reserved parking space, it will be considered a violation of this article and a notice will be issued for the violation.
F. 
Cars are to be parked so that they take up one space only. Anyone taking up more than one parking space will be in violation of these parking regulations.
G. 
No parking is to be allowed in travel lanes, fire lanes, loading zones or other areas not designated for parking.
H. 
No personal vehicles are to be left in a County parking lot overnight. If there is an emergency, the Building Superintendent must be notified.
I. 
Public parking behind the County Office Building will be permitted after 6:00 p.m. any evening for persons in attendance at a public County government meeting or an educational/informational program in process in the building.
A. 
The fine for violation of this article shall be $10 or as subsequently changed and set by resolution of the Cayuga County Legislature. The fine will double if not paid or postmarked within 10 days from issuance of the ticket.
B. 
The provisions of the Municipal Code of the City of Auburn regarding administration and processing of parking tickets are hereby incorporated herein by reference, as if fully set forth at this point. All matters regarding administration and processing not specifically delineated by reference to this article or a resolution of the County Legislature shall be controlled by reference to said provisions of the Municipal Code of the City of Auburn.
Fines collected as a result of issuance of County parking violation notices in the City will go to and be paid at the City office for payment of City parking tickets. At convenient intervals (at least quarterly), the city shall remit to the County 1/2 of the revenue collected from issuance of said County parking law violation notices.
The appeal process for persons who feel they have been issued a County parking violation notice improperly will be the same as that for a City parking ticket. Such appeals will be determined by Auburn City Court.

Public parking behind the Cayuga Community College will be permitted at college-sanctioned special events.
A. 
Fines for violations of this article will be $10 for all violations except handicap parking violations. A handicap parking violation fine will be $50. Either fine may be subsequently changed and set by resolution of the Cayuga County Legislature. The fine will double if not paid or postmarked within 10 days from the date the ticket is turned into the City Parking Violations Bureau.
