A. 
No person shall operate or drive a motor vehicle (except emergency vehicles on emergency runs) or any other conveyance on any street, boulevard, thoroughfare, or public way in this City, at any time, at a rate of speed in excess of thirty (30) miles per hour except as a greater or lesser speed is hereinafter provided for certain streets, boulevards, thoroughfares, areas or public ways in the City, except as a greater or lesser speed is hereinafter provided for certain classes and types of motor vehicles and other conveyances.

Every person operating a motor vehicle or other conveyance on the streets of the City shall operate or drive the same in a careful and prudent manner, and in the exercise of the highest degree of care, and at a rate of speed so as not to endanger the property of another or the life or limb of any person, taking into consideration the time of day, the amount of vehicular and pedestrian traffic condition of the street or highway, the atmospheric conditions and the location with reference to intersecting streets or highways, curves, residences or schools. Nothing in this Subsection shall be construed as to authorize any person to operate a motor vehicle in excess of specific speed limits established by law or ordinance.

It shall be unlawful for any person unnecessarily to drive at such a slow speed or in such position on the roadway as to impede or block the normal and reasonable movement of traffic.
B. 
In accordance with the provisions of this Schedule and Chapter 320, and when signs are erected giving notice thereof, it shall be unlawful for any person to drive a vehicle at a speed in excess of the speeds listed below on the streets as designated.
