Every
owner or operator of any bicycle within the Village shall prior to
operation file with the Police Department a complete description of
such bicycle upon a blank form to be provided for the purpose.
The
filing of such description shall constitute a registration of such
bicycle for the purpose of this section. Such registration shall be
serially numbered and kept on file by the Chief of Police in his office
as a public record.
Immediately upon the registration of a bicycle in his office, the
Chief of Police shall affix to such bicycle an identification tag,
serially numbered to correspond with the registration of each bicycle.
Each tag shall thereafter remain affixed to such bicycle unless removed
by the Police Department for cause or for replacement with another
tag upon reregistration. A charge per registration as provided in
the Village Fee Schedule shall be made for the registration or tagging
of any bicycle under the provisions of this section.

Inspection.
The Police Department shall cause to be inspected each bicycle presented
for registration and it shall have the authority to refuse to register
any bicycle found by it to be in unsafe mechanical condition or not
equipped as herein required.
Cancellation
of registration. The Chief of Police may cancel the registration of
and remove the identification tag from any bicycle being operated
upon any street in the Village in an unsafe manner or in violation
of any state law or local ordinance and such cancellation of registration
and removal of tag shall be in addition to other penalties provided
hereunder.
Change
of ownership. Within 10 days after any bicycle registered hereunder
shall have changed ownership or been dismantled and taken out of operation,
such information shall be reported to the Police Department by the
person in whose name the bicycle has been registered.
Manner
of operation. No bicycle shall be allowed to proceed on any street
in the Village by inertia or momentum with the feet of the rider removed
from the pedals. No rider of a bicycle shall remove both hands from
the handlebars or practice any trick or fancy riding in any street
in the Village nor shall any bicycle rider carry or ride any other
person so that two or more persons are on the bicycle at one time.
Parking
a bicycle. No person shall leave or park a bicycle at such a place
or in such a way as to create a hazard to pedestrians, automobile
operators or to anyone else.
Riding
abreast prohibited. Persons riding or using bicycles or other similar
vehicles along or upon any public street, avenue, lane, alley or other
public road, ground or way within the Village shall not ride more
than two abreast, excepting in general parade or public demonstration.
On a street, alley, public parking lot, sidewalk or park in the designated downtown district except as set forth in Subsection B below, without the written consent of the owner or lessee of the property.
Any areas held out for public use, such as parking lots (and sidewalks
within the parking lot), which are properly posted with signs prohibiting
operation of skateboards, in-line skates or play vehicles, without
the written consent of the owner or lessee of the property.
The prohibitions contained in Subsection A(1) concerning operation on any street in the designated downtown district shall not apply to in-line skates. Any person using in-line skates on a street shall do so in conformity with the requirements of § 346.94(17), Wis. Stats.
Any person riding a bicycle upon any street, alley, public parking
lot, sidewalk, park or other area held open to the public shall do
so in the following manner:
No operator of a bicycle shall operate the same contrary to the provisions of § 145-2A of this chapter. For purposes of this subsection, the operator of the bicycle shall be any person riding upon the bicycle.
The operator of a bicycle shall, at all times, comply with the provisions
of §§ 346.78 to 346.804 Wis. Stats., which provisions
are incorporated herein by reference.
No person shall operate or ride a skateboard, play vehicle, in-line
skates or bicycle in a fashion that is likely to cause damage to the
property of the Village or any other person. Damage to property caused
by the riding or operation of a skateboard, play vehicle, in-line
skates or bicycle shall constitute a violation of this section.
The downtown district shall include East Geneva Street from
Bayview Drive on the east to Williams Street on the west, Elkhorn
Road from the north Village limits to Geneva Street, and Walworth
Avenue from Stark Street to Elm Street. This area shall further include
all of Edgewater Park as well as all sidewalks and other Village-owned
property and parking lots and private parking lots adjacent to the
streets described herein.
References to Wisconsin Statutes. The statutory provisions referred
to and adopted by reference by this section shall mean the Wisconsin
Statutes as from time to time amended, repeated and re-created or
modified by the Wisconsin Legislature and shall be deemed to refer
to the most recent enactments of such statutory provisions by the
Wisconsin Legislature.
Penalty. Any person who shall operate any bicycle not properly registered, not carrying a proper identification tag as required herein upon any street in the Village or who shall operate such bicycle in an unsafe manner or in violation of any state or local ordinance shall upon conviction thereof be subject to the penalty provided in § 1-4 of this Code.
Suspension
of right to operate. Any person who shall violate any of the provisions
of this chapter shall upon conviction thereof forfeit his right to
operate the bicycle for a period of not to exceed 10 days for the
first offense, not to exceed 30 days for a second offense and for
any subsequent offense a suspension of his right to operate a bicycle
for a period of not to exceed one year.
