The following rules and benefits shall apply only to the Alloway
Township Road Foreman — Heavy Equipment Operator,
full-time truck drivers and full-time laborers, who shall be referred
to in this article as "full-time Road Department employees," unless
otherwise specified. It shall not apply to part-time truck drivers,
part-time laborers or any other part-time employees of the Township
Road Department.
The working day is eight hours.
The workweek is five days, Monday through Friday.

A. The Township Committee reserves the right to grant compensatory time
in lieu of overtime pay. All compensatory time must be taken by the
employee within 30 days of earning same unless permission for an extension
is granted by the Personnel Chair.
B. The Township will not recognize or provide compensation for a work
time over and above an employee's scheduled work time unless said
overtime:
(1) Is an emergency and is required as part of an employee's job function
or activities.
(2) Has been authorized by the Personnel Chair.
C. Employees will receive 1 1/2 hours of overtime compensation
for each hour worked in excess of 40 hours in a weekly period.

A. Full-time Road Department employees shall be allotted 13 holidays
with pay, as follows: New Year's Day, Martin Luther King's Birthday,
Presidents' Day, Good Friday, Memorial Day, Juneteenth Day, Independence
Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, day
after Thanksgiving and Christmas Day. A holiday falling on a Saturday
will be observed on the preceding Friday, and a holiday falling on
a Sunday will be observed on the following Monday.

B. If an employee has taken an unexcused absence on the first workday
preceding or the first workday following any of the holidays listed
above, the employee shall not receive pay for that holiday, unless
a doctor's note is provided.
The Township Committee may give credit for 90 days prior experience
for Road Foreman — Heavy Equipment Operator or for
full-time truck drivers, in which case that employee may commence
work at the rate prescribed for such an employee with 90 days of employment.
He will not however receive credit for such 90 days in computing service
for vacations, personal days, sick pay, medical insurance, etc.

Full-time Road Department employees shall be allowed a one-week
vacation with pay after one year of service up to two years of service.
They shall be allowed two weeks of vacation with pay each year after
two years of service up to 10 years of service. They shall be allowed
three weeks of vacation with pay each year after 10 years of service
up to 15 years of service. They shall be allowed four weeks of vacation
with pay each year after 15 years of service.

No more than one week of vacation time earned in a year can
be carried over to the following year and must be approved by the
employee's immediate supervisor or the Personnel Chair and must be
used in the following year. Records concerning vacation days shall
be kept by the Finance Officer, acting as timekeeper. In the event
of death or separation, these banked, unused vacation days shall be
paid for to the employee or their legal heir or heirs at the then-current
rate of compensation (rate of pay obtaining at the time of death or
separation). Upon termination of employment, vacation time will be
pro-rated based upon the number of full months worked. If more vacation
time has been taken than earned, the excess days will be deducted
from the employee's final pay. Likewise, carry-over days, if any,
and unused pro-rated earned vacation time will be added to the employee's
final pay.
Full-time Road Department employees will each be entitled to
two other days off each year as selected by that employee, to be known
as "personal days." Before taking a personal day, however, notice
must be given to the Road Foreman at least 24 hours in advance of
that day.

All full-time Road Department employees having at least three
months actual full-time service in the Township Road Department shall
receive medical and hospital benefits, if otherwise eligible, under
an insurance plan selected by the Township Committee, the cost thereof
to be paid by the Township.

Effective January 1, 2016, each full-time employee shall be
entitled to a maximum of five workdays with pay at regular rate per
calendar year when absent due to illness, with no carryover of unused
sick days from year to year. Employees absent on sick leave for three
or more consecutive working days must submit a doctor's verification
of illness or injury. After the fifth day of absence on sick leave
in one calendar year, a doctor's verification may be requested for
all sick leave absences, regardless of duration. Prior to the return
to work, the Township may require an employee to be examined by a
physician designated by the Township to verify fitness to return to
normal duties. An employee will not be permitted to return to work
until the verification is received. During the probationary period,
employees shall not be eligible for paid sick leave.
