No person shall put or suffer to accumulate on his premises
any refuse, animal or vegetable matter, rubbish or filth, whereby
any offensive or noxious stench or effluvia shall be created and the
health and comfort of the citizens be injuriously affected, or shall
throw any such substance into streams or brooks of the Town not laid
out by the Town as common sewers, or shall allow the contents of any
vault or house drain, or the refuse of manufacture or slaughtering
process to drain into such streams or brooks.
No privy vault shall be constructed and no structure which has
not been used as such prior to the effective date of this section
shall be used as a privy vault unless a permit in writing therefor
is first obtained from the board of health. Before granting any such
permit, the board of health shall investigate and determine that such
privy vault will be so situated that it will not be injurious to the
public health.
