No person shall make any subdivision as defined in MGL c. 41, § 81(k)[1] without first securing the approval of the board of health of the proposed methods of sewage disposal, drainage, and the other facilities pertaining to sanitation and hygiene. Before giving any such approval, the board of health shall determine in its opinion that the proposed methods of sewage disposal, drainage, and other facilities are adequate and the same can be developed without detriment to the public health.
