There is hereby created a City Parks and Recreation Commission, which shall consist of a Board of nine (9) Commissioners, chosen from the citizens and taxpayers of the City with reference to their fitness for such office. The members of the Parks and Recreation Commission shall be appointed by the Mayor and affirmed by the City Council. Beginning with June 1, 1952, the members or Commissioners shall hold office, one-third (1/3) for one (1) year, one-third (1/3) for two (2) years and one-third (1/3) for three (3) years, and annually thereafter the Mayor shall, before the first of July of each year, appoint as before three (3) Commissioners, who shall hold office for three (3) years and until their successors are appointed. They shall take the prescribed oath of office required by all other City Officers. No member of the municipal government shall be a member of this Board.

Each year, during July, the City Parks and Recreation Commission shall organize and elect a President and Vice President and such other officers as they deem necessary. They shall keep a complete record of all business transacted by them pertaining to the City park which shall be subject to inspection by the City Council whenever required by that body. The City Parks and Recreation Commission shall control, manage and supervise all City park property. They shall make rules and regulations concerning such parks, their use and management; provided that such rules and regulations are submitted to the City Council in open meeting and by them approved. They shall prepare a written report each month addressed to the City Council stating how all matters were performed by them during the month in relation thereto as well as appropriations out of the City Park Fund to meet expenses for the parks for the ensuing month. They shall in general carry out the spirit and intent of this Chapter in establishing and maintaining public parks.

Vacancies in the Parks and Recreation Commission occasioned by removals, resignation or otherwise, shall be reported to the City Council, and be filled in like manner as original appointments. No Commissioner shall receive compensation as such.
