There is hereby created a City Parks
and Recreation Department. The City Parks and Recreation Department
shall consist of a Director of Parks and Recreation and other personnel
to maintain the public parks and manage all recreation programs.

Upon recommendation of the Parks
and Recreation Commission, the Director of Parks and Recreation shall
be appointed by the Mayor with the advice and approval of a majority
of the members elected to the City Council. The Director of Parks
and Recreation shall have supervision and control of the department,
subject to the City Administrator. He/she shall be selected on the
basis of his/her training and experience for his/her duties.

A. The Director of Parks and Recreation shall
be responsible to the Mayor and City Council for an adequate and progressive
recreation and park program. To that end, he/she shall have power
to:
1.
Control and manage all property owned
or that may hereafter be acquired by the City for park purposes.
2.
Control and manage the recreation
use of all parks, playgrounds, recreation centers, swimming pools
and such other City-owned lands, buildings, facilities and equipment
as may be authorized for recreation purposes.
3.
Plan a park and recreation program,
with advice of the City Parks and Recreation Commission, so that the
City will have adequate and ample park and recreation facilities.
4.
Formulate, with advice and approval
of the City Parks and Recreation Commission, proposed regulations
for submission to the Council for approval for the proper use and
protection of all property under the jurisdiction of the department.
5.
Submit a budget to the City Administrator,
with advice and approval of the City Parks and Recreation Commission,
for providing for the park and recreation program.
