The purpose of this article is to assist the Bucks County Water
and Sewer Authority with respect to the maintenance and rehabilitation
of oil and grease interceptor trap systems, and to prevent the discharge
of certain grease, fats, grit and the like into the public sewer system,
and to establish penalties for violations of this article.
As used in this article, the following terms shall have the
meanings indicated:
AUTHORIZED AGENT
An employee or contracted professional of the Township of
West Vincent properly certified pursuant to the Uniform Construction
Code and authorized to conduct inspections of grease interceptors
and/or traps within the Township of West Vincent.
PERSON
Any individual, partnership, corporation, limited liability
company, or any other legal entity.
PROHIBITED DISCHARGE STANDARDS
The standards are described in the Industrial Wastewater
Discharge and Pretreatment Rules attached hereto as Exhibit A.
The provisions of this article shall apply to all commercial,
industrial and institutional establishments located within the Township
of West Vincent. The Township of West Vincent agrees to cooperate
with the Bucks County Water and Sewer Authority and conduct such inspections
of grease interceptor and trap systems as may be requested, from time
to time, by representatives of the Bucks County Water and Sewer Authority.
Oil and grease interceptor trap systems, except as may be modified
by the provisions of the Uniform Construction Code, are required for
all restaurants, food preparation facilities, or other establishments
within the Township that have the potential to discharge oil and/or
grease into the sanitary sewer system.
The Township of West Vincent, upon notice that an imminent public
health or safety hazard exists due to failure of a proper owner and/or
utilizer to maintain, repair or replace an oil and grease interceptor/trap
system, shall have the authority to contract to have the work performed.
The owner of record of the property will be charged for the work performed,
and, if necessary, a lien will be entered therefor in accordance with
the law.
