a. 
The Borough of Peapack and Gladstone hereby establishes a reciprocal agreement with each and every municipality within the Counties of Somerset, Morris and Hunterdon, State of New Jersey, for intermunicipal police assistance at times of any and all emergencies.
b. 
This section shall become effective as to each of the above-mentioned municipalities at such time as such municipality has adopted or may adopt an ordinance having substantially the same terms and conditions as set forth in this section.
c. 
The Borough of Peapack and Gladstone shall bear all expenses incurred by members of the Borough Police Department for emergency assistance rendered to any other municipality within the Counties of Somerset, Morris and Hunterdon, and the Borough of Peapack and Gladstone and shall make no claim for reimbursement for any such municipality for damages, injuries, wages or other expenses for aid rendered by the members of its Police Department to such municipality, provided that such municipality has adopted the appropriate reciprocal ordinance substantially in conformity with this section.
d. 
Pursuant to the provisions of N.J.S.A. 40A:14-156.2, the members of the Police Department of the Borough of Peapack and Gladstone and of any other municipality which has adopted an ordinance substantially similar to this section, while on duty rendering assistance outside of their respective municipalities, shall have the same powers, authority and immunities as have the members of the police force of the municipality in which such assistance is being rendered.
e. 
When an emergency occurs and intermunicipal police assistance is requested pursuant to this and similarly enacted ordinances, the Chief of Police of the municipality wherein the emergency exists shall be the senior ranking officer of all members of any Police Department which may be rendering assistance within the confines of the municipality.

a. 
Findings. The Borough of Peapack and Gladstone finds it to be in the best interests of the Borough to provide supplemental police assistance as a "participating local unit" to any "requesting local unit" for "mutual police aid," as such terms are defined in the Mutual Police Aid Interlocal Services Agreement herein adopted.
b. 
Adoption of Agreement. The Borough of Peapack and Gladstone does hereby approve and adopt the Mutual Police Aid Interlocal Services Agreement, and does hereby agree to provide supplemental police assistance as a "participating local unit" to any "requesting local unit" which has adopted an ordinance approving and adopting the Mutual Police Aid Interlocal Services Agreement. Any future amendments or modifications to the Mutual Police Aid Interlocal Services Agreement shall not require an amendment to this subsection, provided such amended or modified agreement is authorized by proper resolution of the Borough.
c. 
Participation by Borough. The participation by the Borough of Peapack and Gladstone shall be pursuant to the terms and conditions set forth in the Mutual Police Aid Interlocal Services Agreement, in conjunction with the terms and conditions of providing mutual aid as provided by N.J.S.A. 40A:14-156.1, et seq.

a. 
Preamble. The provisions of N.J.S.A. 40A:14-26 authorize the rendering of mutual fire aid and first-aid by and between protection forces in the event of an emergency, and the provisions of N.J.S.A. 40A:14-156.1 authorize mutual aid agreements between municipalities upon the adoption of reciprocal ordinances. In accordance with the foregoing statutory provisions, the Borough of Peapack and Gladstone desires to enter into separate mutual aid agreements with the municipalities hereinafter mentioned for the provisions of first-aid and fire protection services in the event of an emergency.
b. 
Authorization to Enter Agreement. Pursuant to N.J.S.A. 40A:14-26 and N.J.S.A. 40A:156.1 the Mayor and Borough Clerk of the Borough of Peapack and Gladstone, in the County of Somerset are hereby authorized to execute and attest separate mutual aid agreements with the Township of Bedminster, the Township of Mendham, the Borough of Bernardsville, the Borough of Far Hills, the Borough of Chester and the Township of Chester for the provision of first-aid and fire protection services in the event of an emergency, such agreements to be subject to the following terms and conditions to be included in the agreements executed between the Borough of Peapack and Gladstone and the respective municipalities:

Each party agrees that in the event of a first-aid or fire emergency within the municipal jurisdiction of the other party first-aid or fire protection services and assistance will be provided upon request and to the extent reasonably possible without endangering persons or property within the municipality rending such assistance.
2. 
All mutual first-aid and fire aid rendered pursuant to the mutual aid agreement shall be provided without charge or expense to the municipality receiving assistance. Each party to the mutual aid agreement acknowledges that in accordance with N.J.S.A. 40A:14-26 it shall be solely responsible for the provision of any and all salary and other benefits for its first-aid members and firemen, whether paid or volunteer, rendering assistance within the other municipality to the same extent as if such first-aid member or firemen were performing their duties within the municipality providing the assistance.
3. 
Any mutual aid agreement shall have an initial term of one (1) year and shall be automatically renewed for additional and successive one (1)-year terms, unless and until one (1) of the parties to the agreement elects to terminate the agreement by the adoption of an ordinance and the delivery of a copy of the ordinance to the Clerk of the other municipality.
c. 
A mutual aid agreement authorized by this section shall be entered into by the Borough of Peapack and Gladstone, in the County of Somerset with a municipality named in paragraph a only after such municipality has adopted an ordinance authorizing such agreement, which ordinance shall contain provisions similar to those set forth in subparagraphs 1, 2 and 3 of paragraph b.
d. 
The members of any department and force or company providing assistance hereunder shall have, while so acting, the same powers and authority as have the members of the first-aid and fire department and force or volunteer first-aid or fire company of the municipality, or other territorial jurisdiction, in which such aid is rendered. The members shall also have, while so acting, such rights and immunities as they otherwise enjoy in the performance of their normal duties in the municipality, or other territorial jurisdiction, rendering such assistance.

a. 
Authorization.
1. 
Pursuant to the Interlocal Services Act, N.J.S.A. 40:8A-1 et seq., the Mayor and Borough Clerk are hereby authorized to enter into a contract on behalf of the Borough for the provision of local health services (pursuant to N.J.S.A. 26:3A 2-1, et seq.) as herein specified with any or all of the following local units:
(a) 
Township of Bedminster.
(b) 
Township of Bernards.
(c) 
Borough of Bernardsville.
(d) 
Borough of Far Hills.
2. 
The respective Boards of Health within the above units also may become a party to the contract in accordance with N.J.S.A. 40:8A-3.
b. 
Nature and Extent of Local Public Health Services. The terms, conditions and pro-rata consideration for local public health services shall be in accordance with a proposed contract between the participating local units and respective Boards of Health, copies of which contract are available for public inspection in the Municipal Clerk's office at the Municipal Complex.

Employees at the Public Works Department and the Senior Custodian of the Borough of Peapack and Gladstone are required to hold a Commercial Driver's License (hereinafter "CDL"). Effective January 1, 1996, the Borough is required to comply with the Omnibus Transportation Employee Testing Act of 1991 (hereinafter "Act") and rules mandated by the Federal Highway Administration (hereinafter "Rules") regarding policies and procedures for Borough employees who are required to hold and maintain a CDL. The aforementioned Act and Rules require certain policies and testing procedures implemented by the Borough for those employees who possess a CDL. The County of Somerset (hereinafter "County") has already implemented the required policies and testing procedures mandated by the Act and Rules. The New Jersey Interlocal Service Act, N.J.S.A. 40:8A-1 et seq. provides for agreements for the provisions of joint services between counties and municipalities for the sharing of costs. Such costs would include the implementation of programs for those employees required to have a CDL. The Borough and the County have determined that it is their mutual best interest to share the costs and responsibilities for the implementation of the policies and procedures required by the Act and Rules for those employees required to possess a CDL. The terms of sharing said costs and responsibilities is set forth in an Interlocal Services Agreement between the Borough of Peapack and Gladstone and the County.

The Mayor and Borough Clerk, pursuant to N.J.S.A. 40:8A-1 et seq., are hereby authorized to execute the aforementioned Agreement between the Borough of Peapack and Gladstone and the County of Somerset, which Agreement is incorporated herein by reference and shall remain on file in the office of the Borough Clerk, 1 School Street, Peapack, NJ 07977, where same shall be available for public inspection.
