There is hereby created and established a Scenic Roads Committee.
The Committee shall be comprised of the County Superintendent of Highways, one member of the County Legislature designated by the Chair of the County Legislature and five members who shall be residents of the County, representing a cross-section of civic and business interests, and who shall be appointed by the Chair of the County Legislature. Vacancies shall be filled in the same manner as original appointments.
The members of said Committee shall serve at the pleasure of the Albany County Legislature.
The members of the Committee shall receive no personal compensation for their services but may be reimbursed for reasonable and necessary expenses incurred in the performance of their duties, as provided by the Legislature.
A. 
The Committee shall work with the State's Natural Beauty Commission and with local governments, civic groups and interested individuals and shall cooperate with such organizations and agencies as the County Planning Board, the Cooperative Extension Service, the Soil and Water Conservation District, the Chamber of Commerce, the historical societies, conservation groups and others in Albany County in furtherance of the aims of the Scenic Roads Program.
B. 
The Committee shall advise the Legislature on matters affecting the protection and enhancement of the quality of the highway and highway-related environment.
C. 
The Committee may conduct and publish surveys and studies and engage in activities in furtherance of its objectives within the limits of appropriations made by the Legislature for such purposes and, in cooperation with the Natural Beauty Commission, shall develop a systematic County-wide program for scenic roads.
As its first organizational meeting, the Committee shall appoint a Chair and a Secretary. It shall keep the Natural Beauty Commission informed on this and other matters.
