No person shall keep more than 15 swine on property within the
boundaries of the Township of Montgomery containing less than five
acres of land, nor more than 100 swine on any property within the
boundaries without having obtained a permit therefor from the Board
of Health.

Application for permit hereunder shall be made to the Secretary
of the Board of Health in accordance with the rules and regulations
established in connection herewith. No permit shall issue for a longer
period than one year, nor except there be full compliance with said
rules and regulations and with the ordinances of the Board of Health,
and any permit may be cancelled after issuance for violation thereof.

No permit shall issue unless the following minimum requirements
are met:
a. The building or buildings to be used for the housing of swine shall
be at least 2,000 feet from any public road or any dwelling not on
the premises involved.
b. The floor of any such building shall be of cement with a smooth finish;
the walls, for a height of at least three feet, shall be of cement
block, the interior thereof, to be plastered with a 1/2 inch of Portland
Cement mortar consisting of one part of Portland Cement, two to three
parts of mortar, sand and hydrated lime; at points where walls and
floors meet, the joints shall be water tight so as to prevent any
seepage.
c. All buildings to be used for the housing of swine shall be equipped
with ventilating systems having a capacity sufficient to ensure an
adequate flow of fresh air at all times.
d. An adequate water supply shall be maintained within any such building,
with fog makers or atomizers so placed as to keep the swine cool and
clean in the summer months and to aid in the control of flies.
e. An adequate sewage system shall be installed to provide for the underground
disposal of all liquid wastes emanating from any building to be used
for the housing of swine.

As used in this chapter:
PERSON
Shall mean both the male and female gender, the singular
and the plural, as well as corporations and firms.
SWINE
Shall mean and include also hogs, pigs, shoat or any other
animal of the porcine family.

Any person violating this chapter, shall upon conviction thereof,
pay a fine of not more than $500 nor less than $25, at the discretion
of the Municipal Judge before whom conviction is had. In case the
defendant shall be twice convicted, within the space of six months,
of a violation hereof, the Municipal Judge may, in addition to the
above penalty, cause the defendant to be imprisoned in the county
jail for any number of days not exceeding one for each dollar of the
penalty.
