Whenever any words and phrases are used in this section the
meaning respectively ascribed to them in N.J.S.A. 39:1 shall be deemed
to apply to such words used therein.

The purpose of the section is to establish certain areas upon
land owned or leased and maintained by the Borough and the New Milford
Board of Education, including any lands devoted to the public parking
of vehicles restricting parking in the areas designated as handicapped
parking spaces.

Pursuant to the Authority granted to this municipality by N.J.S.A.
39:4-197, the following locations as shown on the attached site plans
which are listed below and are hereby made a part of this section
are hereby designated as restricted parking spaces for use by persons
who have been issued special vehicle identification cards by the Division
of Motor Vehicles. No other person shall stand, park or cause to be
parked any vehicle in these spaces.
a. New Milford Borough Hall;
b. New Milford Public Library;
d. New Milford Middle School;
g. New Milford Board of Education;
i. 213 River Road: Municipal lot adjacent to Ambulance Corps building.

The Traffic Division of the Borough Police Department is hereby
directed to have proper signs calling attention to the provisions
of this section erected or placed at each location.

The damaging or defacing of a sign or marking designating handicapped
parking spaces is hereby prohibited and shall be punishable as set
forth below.

Every person convicted of a violation of a provision of this
section and any supplement thereto shall be subject to a fine of $50.

The purpose of this section is to establish certain areas that
are private property that are open to the public or in which the public
is invited that shall prohibit parking in the areas designated as
handicapped parking spaces. This section applies to all such parking
areas with at least 15 parking spaces.

This section is enacted in accordance with N.J.S.A. 40:48-2.46,
which does confer upon the Borough that right to establish handicapped
parking spaces in order to preserve and safeguard the public health,
safety and welfare.

No person shall stand, park or cause to be parked any vehicle
which is not operated by a handicapped individual who has been issued
special vehicle identification by the New Jersey Division of Motor
Vehicles in an area or parking place which has been specifically designated
as a parking area or parking place for vehicles of handicapped persons.

Such notice shall consist of a sign not smaller than twelve
(12") inches by eighteen (18") inches upon which there shall be written
the words 'Parking for Handicapped Persons Only' and the
state-prescribed insignia shall be painted on the ground within the
parking space.

Notice in the form described shall be posted at the parking
area or parking places so designated for the parking of handicapped
persons by the owner or occupant, lessee or licensee.

The owners, occupants, lessees, licensees and/or persons in
control of the parking areas shall prepare and submit to the Traffic
Division of the New Milford Police Department a site plan indicating
the layout of handicapped parking spaces. Upon approval of the site
plan by the Traffic Division the handicapped parking zone shall become
effective under this section. Failure to prepare and submit the site
plan within 30 days of a direction to do so by the Traffic Division
shall be punishable as set forth below.

All owners, occupants, lessees, licensees and/or others in control
of the parking areas shall be responsible for the painting, posting
and maintenance of the signs and systems within the parking areas
under the direction of the Traffic Division. Failure to post and mark
the parking areas within 30 days of a direction to do so by the Traffic
Division shall be punishable as set forth below.

a. One specifically designated parking space for handicapped persons
shall be provided for the first 15 parking spaces in any parking area
which is open to the public and to which the public is invited and
one additional space for every 30 parking spaces in such parking area.
b. The parking spaces set forth in subsection
8-2.1 shall be in front of or adjacent to the entrance to the public facility which the parking area serves. Each space shall be twelve (12') feet wide to allow room for persons in wheelchairs or braces or crutches to get in and out of either side of an automobile onto a level, paved surface suitable for wheelchairs and walking.

Every person convicted of a violation of a provision of this section and any supplement thereto shall be liable to the maximum penalty allowed by State statute. Each day that an owner, occupier, lessor, license and/or persons in control of a parking area shall invite the public to park within its area without submitting a site plan pursuant to subsection
8-2.6 of this section or without providing the handicapped parking spaces (with appropriate signs and markings) pursuant to subsection
8-2.9 of this section shall be deemed a separate violation.

proper signs calling attention to the provisions of the section erected
upon the street.

Every person convicted of a violation of a provision of this
section and any supplement thereto shall be liable to the maximum
penalty allowed by State Statute. Each day that a vehicle owner allows
the violation to exist shall be a separate violation.

In the lot owned by the Borough of New Milford which is north
of Main Street on the east side of River Road, no person, persons,
firms or corporations shall park or leave standing any vehicle, either
attended or unattended as follows:
a. North and east sides of the lot — two hours between the hours
of 9:00 a.m. and 6:00 p.m. Monday through Saturday, as duly marked.
b. South and east sides of the lot — Ambulance Corps personnel
only, at all times, as marked.
c. No parking or storage of any commercial vehicle for any purpose,
including but not limited to temporary storage, with the exception
of local delivery, pickup or patronage.
d. No parking of vehicles awaiting or undergoing repair or awaiting
retrieval by customers.
e. Violations and Penalties. Any person convicted of a violation of
a provision of this subsection or any supplement thereto shall be
liable to a penalty of $57 for each day of occurrence.

a. The
parking of any vehicle in the following parking areas is hereby prohibited
between the hours of 11:00 p.m. to 7:00 a.m. except in those instances
of persons having legitimate business to transact with the Borough
or any of its agencies or departments.
1. Parking lot adjacent to the Municipal Building (River Road).
2. Parking lot adjacent to the New Milford Public Library (Dahlia Avenue).
3. Lot owned by the Borough of New Milford which is between Cleveland
Street and Fulton Street on the east side of River Road.
4. Parking area adjacent to recreational facilities and the Babe Ruth
field.
5. Williams Field at Rambler Avenue.
6. Senior Center (River Road and Milford Avenue).
b. Between
the hours of 7:00 a.m. and 5:00 p.m., the parking of any vehicle in
the parking lot adjacent to the Senior Center (River Road and Milford
Avenue) is limited to only persons having legitimate business to transact
with, or attending or using the services and facility of the New Milford
Senior Center. All other parking is hereby prohibited and subject
to penalties in paragraph c.
c. Violations
and Penalties. Any person convicted of a violation of a provision
of this section or any supplement thereto shall be liable to a penalty
of $57 for each day of the occurrence.

parking of any vehicle in the following parking areas is hereby prohibited
at all times except by authorized municipal personnel.
1. Fire Company #1 (Center Street and Frank Matagrano Way).
