a. Position Created. Pursuant to N.J.S. 40A:9-154.6A, there is hereby
created the position of Manager of Public Works, who may be appointed
by the Township Committee.
b. Duties. The Public Works Manager shall be responsible for the supervision
of the Department of Roads, Public Buildings and Grounds, including
maintenance of the physical plant and grounds used for recreational
activities, and the Swim and Tennis Center. He/she shall also coordinate
the activities of the Board of Health, Planning Board, Construction
Office, Engineering and Public Utilities as they relate to public
works activities.
c. Authority. The Public Works Manager shall be considered a Department
Head with the authority to discipline those individuals in the Departments
under his/her supervision in accordance with Civil Service procedures
and established Township personnel policies covering rules and procedures.
d. Term. This position shall not be a classified Civil Service position.
It shall not have tenure. The Manager shall serve at the pleasure
of the Township Committee. He/she may have a contract with the Township
Committee which may include provisions as to appropriate notice of
termination and severance. He/she may be removed with or without cause
by the Township Committee.

a. Subject to appropriation by the governing body, the Township Department
of Public Works shall conduct brush and leaf collections three times
per year, which shall be completed substantially upon the terms contained
in this subsection.
b. On an annual basis, the Township Department of Public Works shall
establish a brush and leaf collection schedule, providing for three
pickups per year, which shall delineate the specific time period in
which the Township will complete brush and/or leaf collection from
a specific area in the Township, hereafter referred to as the "collection
period."
c. The following provisions shall govern brush and leaf collections
completed pursuant to this subsection:
1. No property owner shall place or cause to be placed any brush or leaves for collection more than one week prior to the start of the collection period established under Subsection
b.
2. Property owners shall be limited to one brush or leaf pickup per
collection period.
3. Brush and leaves for collection shall be neatly placed in piles at
or near the property line, and shall not be placed on roadways or
sidewalks.
4. Brush and leaf collection is strictly for Township residents, and
shall not be used by or for the benefit of any non-Township resident.
5. Brush and leaf collection shall be limited to residential properties,
and commercial property owners shall be responsible for their own
brush and leaf removal.
6. Brush and leaf collection is strictly for use by Township residents
in their personal maintenance of their properties, and, accordingly,
brush and leaf collection shall not be used for brush or leaves that
are compiled by landscapers or similar professionals.
d. The following provisions shall govern brush collection completed
pursuant to this subsection:
1. Tree branches and limbs for collection must be six inches in diameter
or smaller.
2. Brush shall not be mixed with stumps, roots, leaves, grass, dimensional
lumber, firewood, or oversized material.
3. Brush for collection shall not exceed three individual piles of branches,
and each individual pile shall not exceed four feet in height, four
feet in width, or six feet in length.
4. Brush shall be located with at least six feet of unobstructed space
on all sides of a brush pile.
5. Brush shall not be placed within 10 feet of a stormwater inlet or
basin.
e. The following provisions shall govern leaf collection completed pursuant
to this subsection:
1. Leaves shall not be placed in any bag or container.
2. Leaves shall not be mixed with brush, grass clippings, or any type
of general debris.
3. Leaves shall be placed in a "wind-row" type pile.
4. Leaves shall not be placed within 10 feet of a stormwater inlet or
basin.

a. There shall be a Department of Roads which shall consist of a Road
Supervisor, a Road Foreman and such equipment operators and laborers
as may be appointed.
b. Functions. The Road Department shall, under the supervision of the
Public Works Manager and technical guidance of the Township Engineer:
1. Maintain and repair all municipal roads.
2. Maintain and repair all municipal storm and drainage systems.
3. Provide for and carry out snow removal and sanding or salting operations
on municipal roads.
4. Construct and reconstruct such municipal streets as may be authorized.
5. Maintain and repair, or arrange for the repair of, municipal trucks
and equipment.
6. Maintain and repair municipal parks and grounds and outdoor recreational
areas, except School Board property.
7. Perform such other services as may be directed by the Township Committee
or the Township Administrator.

a. There shall be a Custodian of Public Buildings and Grounds and such
assistants as may be required. The custodial personnel shall clean
and maintain the public buildings and facilities and perform minor
repairs as required.
b. The building maintenance worker shall be responsible for performing
varied simple and moderately physically strenuous tasks involved in
cleaning and maintaining offices, furniture, buildings and grounds,
may assist in making minor repairs to buildings or equipment, and
other related duties as required in the New Jersey Department of Personnel
Job Specification 00929.

Public utilities serving any part of the Township are regulated
by law. The Township Administrator shall serve as liaison between
the various public utilities and the Township Committee. The determination
of the need for streetlighting shall be made by the Township Committee
upon the recommendation of the Department Chairman and with due consideration
of the desires of local residents and current funds availability.

There shall be a Township Engineer appointed by the Township
Committee for a term of three years commencing on January 1 of the
year in which appointed. He/she shall be a licensed professional engineer
of the State of New Jersey, and he/she shall receive such compensation
as is prescribed in the Salary Ordinance. In addition, the Engineer
shall receive the customary fees and charges for work performed in
connection with specific projects approved by the Township Committee.

The Township Engineer shall, as authorized by the Township Committee:
a. Prepare, review and approve specifications for municipal works contracts,
supervise and inspect the execution of such contracts, and certify
satisfactory completion of work to authorize progress payments pursuant
to the contract.
b. Provide and maintain maps, plans and specifications, surveys and
other records as may be required on municipal property work and facilities
and maintain the Tax Map and all related records and reports, and
abstract changes on a current basis.
c. Attend meetings of the Township Committee.
d. Perform professional engineering functions as required by the Township
Committee.
e. Prepare such special reports, surveys and drawings as may be authorized
by the Township Committee.
f. Provide technical supervision over the operation of the Township-leased
contractor-operated municipal sewage treatment plant.
g. Review subdivision plans and maps and inspect subdivision construction
progress and status pursuant to the Land Subdivision Ordinance and
as directed by the Township Committee.

All papers, documents, memoranda, reports and other materials
relating to the duties performed and services rendered by the Township
Engineer for or in behalf of the Township shall be and remain the
property of the Township. Upon the termination of his/her services
with the Township, the Township engineer shall forthwith surrender
to his/her successor all such property, together with a written consent
of substitution of his/her successor in all actions and proceedings
then pending to which the Township is a party.

The Bayshore Regional Authority exists through the enactment
of separate ordinances by several municipalities, including the Township
of Holmdel. The Township Committee shall appoint two members to the
Bayshore Regional Sewerage Authority for terms of five years, which
members shall receive compensation from the Authority. The Authority
operates under provisions of law and concordant ordinances and resolutions
of the member municipalities.
