This section is created pursuant to the authority of N.J.S.
40:48-1(6) and N.J.S. 40A:14-156.1 and is adopted as a reciprocal
agreement with all municipalities participating in the County-Wide
Mutual Aid Compact. Pursuant to this agreement, the Township shall
render assistance to any participating municipality by providing members
of the Holmdel Police Department, upon request, to help preserve the
public peace and order.

In the event that a member of the Holmdel Police Department
is injured while rendering assistance to a participating municipality,
the municipality providing assistance shall be primarily responsible
for any costs resulting from the injury. Nothing in this section however,
shall prevent or bar the municipality providing assistance from seeking
indemnification from the municipality receiving assistance.

The Township of Holmdel is a member of the Bayshore Task Force
consisting of the following municipalities: Township of Aberdeen,
Borough of Atlantic Highlands, Township of Hazlet, Borough of Highlands,
Township of Holmdel, Borough of Keansburg, Borough of Keyport, Borough
of Matawan, Township of Middletown and Borough of Union Beach.
The Bayshore Task Force has requested that each of the member
municipalities enter into an Interlocal Services Agreement to comply
with the provisions of N.J.S. 40:48-1(6) and N.J.S. 40A:156.1; and
the Chief of Police of the Township of Holmdel has recommended that
it is in the best interest of the Township to enter such an agreement;
and a copy of the proposed agreement is attached hereto and made a
part hereof.

The Interlocal Service Agreement between the Township of Holmdel
and the Bayshore Task Force which is attached hereto and made a part
hereof is approved.

The Chief of Police of the Township of Holmdel is authorized
and directed to execute the aforesaid Interlocal Services Agreement
with the Bayshore Task Force on behalf of the Township of Holmdel.

The Monmouth County Prosecutor's Office and the Monmouth County
Chiefs of Police Association have created the Monmouth County Mutual
Aid Agreement ("Agreement") to provide a mechanism to participation
in a program designed to provide supplemental police protection for
all municipalities joining in such Agreement; and N.J.S.A. 40A:14-156.1
provides for reciprocal ordinances to enter into the Agreement.
The provisions and procedures for providing mutual police assistance
are set forth in the Agreement.
The Governing Body finds that participation in the Agreement
will benefit the citizens of the municipality.

The Mayor and Township Clerk are hereby authorized to execute
the Mutual Aid Agreement as proposed by the Monmouth County Chiefs
of Police Association.

It hereby authorizes the Police Chief to be the Township's representative
for carrying out the terms of the Agreement.

It hereby accepts the guidelines set forth in the Agreement.

The Agreement authorized hereby is separate and distinct from
any other Mutual Aid Agreements previously entered into and shall
remain in effect until the Agreement is dissolved or until an Ordinance
is adopted by the Township Committee withdrawing from the Agreement.

The Township is establishing an anti-litter program known as
the "Adopt a Road Program" in which individuals, community groups,
and/or businesses adopt a Township road, or portion thereof, near
their community, in order to help clean up their environment and enlist
community involvement. The function of the Program is to clean the
Township's road of litter and to improve the general environment.

Applicants who wish to participate in the Adopt a Road Program
will be required to enter into an Agreement with the Township in which
the applicant adopts a section of road or portion thereof, as set
forth in the Agreement, for a minimum period of two years, subject
to the Township's right of termination of the Agreement.

The Township Committee authorizes the Mayor and Township Clerk
to execute various Adopt A Road Litter/Maintenance Agreements with
applicants who so desire to participate in the Program.

In entering into individual Adopt A Road Agreements with the
Township, applicants will be subject to various conditions, as set
forth in the Agreements, concerning safety guidelines and responsibilities
pertaining to the work to be performed.

The Township will have the right, in its sole discretion and
its convenience, to terminate any of the Adopt A Road Agreements at
any time by providing written notice to the particular applicant.
After the initial two-year period of an Agreement, the applicant will
have the right to terminate the Agreement upon written notice to the
Township.
