The Lifeguard Chief shall be senior in command and overall control
of the Cape May Point Beach Patrol.
a.
The Chief shall:
1.
Be responsible for the administration of the waterfront safety and
transmission of matters of policy and procedures governing the beaches
of Cape May Point.
2.
Be responsible for maintaining close contact with his/her Captain
and Lieutenant and advising them in all matters pertaining to the
duties and discipline of the lifeguards.
3.
Be responsible to chart the course of the summer season for the CMPBP.
4.
Be responsible for the business and economic operations of the Cape
May Point Beach Patrol.
(a)
Build and present a budget reflecting the annual needs of the
patrol.
(b)
Maintain appropriate records and files for personnel, payroll
and operating budget.
(c)
Maintain appropriate inventory for all capital equipment (i.e.
boats, stands, etc.).
(d)
Be a liaison to the South Jersey Chiefs Lifeguard Association
and the United States Lifesaving Association.
(e)
Apply for both SJCLA and USLA Certification for the CMPBP.
(f)
Document requests for all new equipment.
(g)
Be responsible for the American Red Cross certification process
for CMPBP LG's.
(h)
Be responsible for recruitment of new personnel (along with
Captain and Lieutenant).
5.
The Chief in conjunction with the Captain and Lieutenant will be
responsible for training employees in the performance of their duties,
including the 5 day, 40 hour "rookie week."
6.
Be responsible for organizing and implementing discipline procedures
for employees in the performance of their duties. When necessary to
maximize efficiency, reassign personnel in conjunction with the Captain
and Lieutenant.
7.
Be responsible for creating and implementing procedures which will
upgrade the services of the CMPBP.
(a)
Attend all meetings of the USLA an SJCLA and all roundtable
discussions in order to be educated in trends and new equipment for
lifesaving.
8.
Establish structure for checking beach safety and efficiency and
evaluating individual guards of the CMPBP.
9.
Create an evaluation document for checking the efficiency of the
beach.
10.
Establish individual personnel files.
11.
Establish Chief's meetings to conduct formal business for the
purpose of enhancing the efficient operation of the CMPBP.
12.
Maintain appropriate payroll and attendance records.
13.
The above duties are not to be considered all-inclusive.
14.
Be responsible for all certifications both individual and Patrol
from SJCLA, USLA and the American Red Cross.

The Lifeguard Captain shall be next senior in command to the
Chief.
a.
A Captain shall:
1.
Be responsible to his superior officer and shall carry out with him
the areas to which he/she is assigned, the orders issued to him, and
to attend all Chief's meetings.
2.
Supervise along with the Lieutenant, the .09 mile of beaches that
is Cape May Point.
(a)
In the absence of the Chief, the Captain becomes the superior
officer on duty.
3.
The Captain shall be in charge of the Point Junior Lifeguard Program
and appoint Lifeguard Instructors, maintain attendance records and
organize daily activities including the annual Car Wash, Pizza Party
and Mascot Races.
4.
Supervise lifeguards and be responsible for the enforcement of the
Rules and Regulations and for the faithful and efficient performance
of duty by all lifeguards under his supervision.
5.
Be responsible for the recording of all time and schedules of lifeguards
and complete all forms related to his position.
6.
Arrange for the routine of all guards under his command.
7.
Attend SJCLA meetings and dinners.
8.
Oversee with the Lieutenant that beaches are properly equipped to
render assistance in Emergencies.
9.
Be responsible for all AED, O2 bottles and first aid supplies in
general for maintenance and distribution to lifeguard med boxes.

The Lieutenant is the first link in the "chain of command."
The lieutenant is the next senior in command to the Chief and Captain
and is superior in command to the lifeguards sitting on the stands.
a.
A Lieutenant shall:
1.
Be responsible to the Chief and Captain and shall carry out all and
any assignments which he/she shall be assigned, and attend all Chief's
meetings.
2.
Supervise lifeguards and be responsible for enforcement of the "Rules
and Regulations."
(a)
Assign personnel to beaches in conjunction of the Captain to
maximize efficiency and to meet safety requirements.
(b)
Establish duty rosters (i.e. days off, beach assignments, etc.)
in conjunction with the Captain.
(c)
Arrange for all necessary repairs to equipment.
(d)
Provide for daily inspection of all emergency equipment.
(e)
Maintain emergency vehicles in conjunction with the Captain.
(f)
Be responsible for the cleanliness of the lifesaving equipment.
(g)
In conjunction with the Captain, see that all breathing devices
and AEDs are checked and logged; including resuscitation masks and
supplemental oxygen.
3.
In conjunction with the Chief and Captain, curtail, restrict or reduce
the area of bathing when sea pusses, run outs and other dangerous
conditions make it advisable in order to maintain maximum protection
for the bathers. Communicate with the Captain and/Chief immediately.
(a)
Establish the locations of stands boats, boards and roving guards.
4.
The Lieutenant, in conjunction with the Captain, be responsible for
training of personnel in methods, signals and procedures for handling
rescues and other emergency situations.
5.
In conjunction with the Captain, see that all personnel are familiar
with the correct procedure to follow in the event of major accidents
involving assistance by CMPBP personnel, to include the proper sequence
of radio calls, first aid, etc.
6.
Advise Captain and Chief of unusual water conditions.
7.
Check and record water and air temperature daily.
8.
The above duties are not to be considered inclusive.
9.
Lieutenants will be required to obtain current certifications as
an EMT and CPR, AED, and O2 instructor with First Aid.

a.
Lifeguard duties and responsibilities shall include:
1.
Upon arrival at assigned beach, evaluate bathing conditions;
2.
Roll boat to water's edge; set oars and ring buoy in proper
positions;
3.
Check torpedoes, lines and all snaps for proper operation: set stand
at water's edge;
4.
Equipment should be cleaned whenever necessary - best time is in
the morning before the crowds arrive. All equipment must be in proper
working order; if there is a problem the senior guard has the responsibility
to correct it;
5.
To safeguard bathers, prevent submersions and other accidents;
6.
Perform rescues when necessary and correctly perform resuscitation
and inhalation in the case of asphyxia;
7.
Stay physically fit and train daily;
8.
Operate lifeboats, surfboards and other equipment according to regulations;
9.
Aid in maintaining a clean beach area and perform other duties as
required or assigned;
10.
Safeguard and regulate the conduct of bathers in a bathing beach
area in order to prevent accidents and/or submersions;
11.
Maintain an alert status in order to note bathers in distress and
proceed immediately to their rescue;
12.
Avoid lengthy conversations with the public, as well as other distracting
influences;
13.
Utilize rescue board regularly for patrolling bathing area;
14.
Where one is assigned, utilize the lifeboat for patrolling and rescue
operations;
15.
Regularly engage in water rescue and first aid safety training;
16.
Faithfully enforce all Borough ordinances applicable to beach and
bathing activities;
17.
15 minutes prior to closing, guards should pull all equipment back
beyond the high tide mark, and reverse order of morning set-up. Lifeboats
should be locked and all equipment should be in place;
18.
