There shall be the position of Water and Sewer Utility Clerk for the Borough.

The Water and Sewer Utility Clerk is responsible for all billing aspects of the Water and Sewer Utility. Duties include:
a. 
Produce an individual bill for each household in the Borough on a yearly basis;
b. 
Send delinquent notices to all delinquent households quarterly;
c. 
Maintain records for each Water and Sewer Utility account;
d. 
Produce a bill for the State Park and Sunset Beach Gift Shop quarterly;
e. 
Receipt and post all payments;
f. 
Prepare deposit of all monies and transfer to the Chief Financial Officer;
g. 
Set up new utility accounts;
h. 
Submit monthly report of cash receipts to Chief Financial Officer;
i. 
Adjust accounts regularly;
j. 
Perform such duties as may be assigned by the Commissioner of the Department of Public Works;
k. 
Keep and maintain a record of all connections to the water and sewer systems;
l. 
Record inspections of all connections to the water and sewer systems.

There shall be the position of the Water and Sewer Utility Supervisor in the Borough. Compensation shall be as determined in the annual Salary Ordinance. The Water and Sewer Utility Supervisor shall respond in emergency situations, such as water leaks and flooding.

The Water and Sewer Utility Supervisor shall be responsible for:
a. 
Under direction, plans, organizes, and directs the programs and activities of the Water and Sewer Utility;
b. 
Supervises hourly support staff, and has responsibility for employee evaluations and for effectively recommending the hiring, firing, and/or disciplining of employees;
c. 
Keeps up-to-date with changes, which would affect department operations and purchase procedures;
d. 
Maintains a working acquaintance throughout the state with contracting, engineering and manufacturing representatives as well as State Agencies;
e. 
Keeps up-to-date with and maintains compliance with JIF and PEOSHA safety standards;
f. 
Coordinates and works with general contractors on appropriate projects;
g. 
Reading of all water meters;
h. 
Emergency turn-off of water leaks;
i. 
Maintenance and repair of water supply equipment and water tower;
j. 
Proper recording of all water usage;
k. 
Attend all ACMJIF and PEOSHA courses as instructed.

The Superintendent of the Water and Sewer Utility shall be responsible for general operation of the system under the supervision of the Commissioner of the Department of Public Works, Parks and Public Property. The Superintendent must have a current New Jersey State Operators License for water utility operation and for sewage collection system operation.
