There is hereby established in the Borough of Woodstown a State
Uniform Construction Code enforcing agency, to be known as the "Department
of Construction Inspection," consisting of a Construction Official,
a Building Subcode Official, a Plumbing Subcode Official, an Electrical
Subcode Official, a Fire Protection Subcode Official and such other
subcode officials for such other subcodes as the Commissioner of the
Department of Community Affairs, State of New Jersey, shall hereafter
adopt as part of the State Uniform Construction Code. The Construction
Official shall be the chief administrator of the enforcing agency.
The Construction Official and the subcode officials shall be determined
from time to time by resolution of the Borough Council.
Each official position created in §
47-1 hereof shall be filled by a person qualified for such position pursuant to applicable statute or regulations. More than one such official position may be held by the same person, provided that such person is qualified pursuant to applicable statute or regulations to hold each such position.
The public shall have the right to do business with the enforcing
agency at one location, except for emergencies and unforeseen or unavoidable
circumstances.
All subcode officials, their assistants and staff and all other
personnel working for the Department of Construction Inspection shall
be subject to the procedures and policies of said agency and shall
be primarily responsible to the Construction Official.

A. The fees for construction permits shall be equal to those set forth
in the New Jersey State Uniform Construction Code and shall be paid
prior to issuance of any permit.
(2) The inspection and plan review fees for plumbing, electrical, fire, elevator and building subcodes shall be as established by the New Jersey State Department of Community Affairs and published in the New Jersey Register. These fees may be amended from time to time, shall not exceed the fees as published in the most current New Jersey Register and are the maximum fees to be charged. In addition to the fees set forth therein there shall be a surcharge as provided in Section
47-8.

(4) The fee for plan review shall be 20% of the amount to be charged
for the construction permit and shall be paid before plans are reviewed.
The amount paid for this fee shall be credited toward the amount of
the fee to be charged for the construction permit.

(10) The fee for a certificate of occupancy shall be:

New construction, additions, alterations and major repairs:

in all other use groups: 10% of the permit sub-code fees

(11) The fee for erection of a fence shall be $15.00 per estimated one-thousand
dollars, cost or value or part thereof, including material and labor,
with a minimum fee of $15.00.

B. All inspection fees shall be payable by the owner or his/her agent
to the Municipal Construction Code Office and rounded to the nearest
dollar amount.
There are hereby established fire limits for the Borough of
Woodstown. Said fire limits shall be coextensive with the boundaries
of the C Commercial Districts and the M Manufacturing Districts as
they are shown on the official Zoning Map of the Borough of Woodstown.

The Construction Official shall, with the advice of the subcode
officials, prepare and submit to the Borough Council of the Borough
of Woodstown, annually, a report recommending a fee schedule based
on the operating expenses of the agency and any other expenses of
the municipality fairly attributable to the enforcement of the State
Uniform Construction Code Act.

A. In order to provide for the training, certification and technical
support programs required by the Uniform Construction Code Act and
the regulations, the enforcing agency shall collect, in addition to the
fees specified above, the surcharge fee as established by the New
Jersey Department of Community Affairs, which fee shall be published
in the most current edition of the New Jersey Register. Said surcharge
fee shall be remitted to the Department of Community Affairs on a
quarterly basis for the fiscal quarters ending September 30, December
31, March 31 and June 30 and not later than one month next succeeding
the end of the quarter for which it is due.

A. No person shall rent, change tenancy or convey title to any business
property (nonresidential) in the Borough of Woodstown without first
obtaining a certificate of continued occupancy (CCO) in the manner
provided herein.
B. Prior to conveying title or occupancy to any premises described in the preceding subsection, an owner shall apply to the Construction Official for such certificate of continued occupancy. The Construction Official or his representative shall inspect the premises within 10 business days of said application and, upon determining that all provisions of this chapter have been complied with, shall issue a certificate of continued occupancy permitting occupancy of said premises. The said ten-business-day period shall not commence until the applicant has filed a complete application and paid fees as required by §
47-5. Such certificate of continued occupancy shall indicate that compliance has been met. If, upon inspection, the premises is found to be noncompliant, the Construction Official or his representative shall notify the owner in writing of such noncompliance, specifically setting out the required corrections. Upon correction, the owner shall notify the Construction Official, who shall, within five days, re-inspect the required correction(s). This procedure shall be followed until all violations have been corrected, at which time a certificate of continued occupancy shall be issued.
