[1982 Code § 2-10.1]
It is the considered opinion of the Mayor and Borough Council
that low/moderate income people, including senior citizens, in the
community are entitled to safe and sanitary housing accommodations
at rentals such persons can afford; and such low-rental housing accommodations
are in extremely short supply and overcrowding and congested housing
will eventuate from such a shortage and thereby impair public safety
and economic values; and the shortage of such safe and sanitary housing
for low/moderate income people cannot be totally eliminated through
private enterprise and that, therefore, new and rehabilitated construction
of housing projects and facilities would not be competitive with private
enterprise.

The Borough desires to participate in the area of operation
of the Housing Authority of Morris County throughout its territorial
boundary and the jurisdiction of the Mayor and Borough Council for
the purpose of alleviating the shortage of safe and sanitary housing
for low/moderate income people, including senior citizens. The Borough
Council does hereby consent to its inclusion in the area of operations
of the Housing Authority of Morris County.

The Borough Clerk is hereby authorized and directed to file
a certified copy of this section with the Commissioner of the State
Department of Community Affairs and with the Secretary of Housing
Authority of Morris County.

The Mayor and Borough Council reserves the right to modify or
terminate this section at any time by adopting the necessary procedure
therefor.
