[HISTORY: Adopted by the Board of Trustees of the Village of Warrensburg as Title 10, Ch. 2, of the 1978 Code. Amendments noted where applicable.]
It shall be unlawful to abandon any refrigerator, freezer or icebox in any place accessible to the public without first removing the doors of such refrigerator, freezer or icebox.
It shall be unlawful to advertise any unlawful business or article in the Village and it shall be unlawful to injure or deface any lawful advertisement or notice.
No person shall transport, carry, possess, consume or have any alcoholic liquor in or on any street, alley or public building in the Village (as defined in § 100-17 of this code) except in the original package and with the seal unbroken.
It shall be unlawful to place any movable article on any window ledge, or other place abutting on a public street, alley or other place at a height above four feet from the ground, in such a manner that the same can be or is in danger of falling onto such sidewalk, street, alley or other public place.
A. 
Disturbing. It shall be unlawful for any person to disturb any lawful assemblage or gathering in the Village.
B. 
Unlawful. It shall be unlawful to collect, gather or be a member of any disorderly crowd or any crowd gathered together for any unlawful purpose.
It shall be unlawful to maintain or construct any fence composed in whole or part of barbed wire, or with any similar materials designed to cause injury to person, or any wire charged with electrical current, anywhere within the Village except to protect industrial property, in which case barbed wire must be at least six feet above sidewalk and extend inward of property.
It shall be unlawful for any person to bathe at any public place or in any place open to the public view unless such person is adequately garbed in a bathing suit.
It shall be unlawful to post any bill or advertisement on any public property without the authority of the President and Board of Trustees, and it shall be unlawful to post any bill or advertisement without the written consent of the owner of the property thereof.
It shall be unlawful to throw or deposit any glass, nails, tacks or other similar articles on any street, alley, sidewalk or other public place in the Village.
It shall be unlawful for any person to be guilty of disorderly conduct or of any conduct tending toward a breach of the peace. The causing or making of any unnecessary loud noise and shouting or yelling shall be considered disorderly conduct.

It shall be unlawful for any person to knowingly start or spread any false alarm or report included in 720 ILCS 5/26-1, as amended.
It shall be unlawful for any person to commit any assault or battery or to fight in any public place in the Village.
It shall be unlawful to discharge any firearms or airgun in the Village or so that the bullet therefrom enters the Village, provided that this section shall not be construed to prohibit any officer of the law to discharge a firearm when lawfully defending his person or property.[1]

It shall be unlawful to gamble or attend any gambling resort or to make any bet, lottery or gambling hazard, or to buy or sell any chances or tickets in any gambling game, arrangement, device or equipment except for devices and equipment licensed and operated in accordance with the Video Gaming Act (230 ILCS 40/1 et seq.).

It shall be unlawful for any person to commit any indecent or immoral act in the Village.
A. 
It shall be unlawful to sell or offer for sale, or to circulate, pass from one person to another, or expose in any public place or anywhere in the Village in view of a store or place frequented by the public any immoral, indecent or obscene publication, printed or written matter or picture or other representation.
B. 
It shall be unlawful to keep any such publication, printed or written matter, picture or other representation in any place frequented by or where it may come into the possession of minors, or to disclose or expose any such material to minors.
It shall be unlawful to injure, deface or interfere with any property belonging to the Village without proper authority from the Board.
It shall be unlawful for any person to be in an intoxicated condition in or on any street, alley or other public place in the Village.[1]

It shall be unlawful to cast, throw or propel any missile on or over any street, alley or public place.
It shall be unlawful to obstruct or permit the obstruction of any stairway, aisle, corridor or exit in any office building, factory, hotel, school, church, assembly hall, lodge or other public hall, or any building used by two or more tenants or families, in such a manner that it interferes with the free use of such stairway, aisle, corridor or exit.[1]

Any scaffolds or ladders placed in such a position that they overhang or can fall onto any public street, alley or other public place in the Village shall be firmly and properly constructed and safeguarded; and it shall be unlawful to place or leave any tool or article on any such place in such a manner that the same can fall into any such street, sidewalk, alley or other public place from a greater height than four feet.[1]

It shall be unlawful to blow or cause to be sounded any steam whistle of any stationary engine or steam engine in the Village except as a signal for starting or stopping work or in emergencies to avoid or to prevent injury to persons or property.

A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
CANNABIS
As defined in 720 ILCS 550/3(a), as amended.
POSSESSION LIMIT
As defined in 410 ILCS 705/10-10, as amended.
B. 
Unlawful possession. A person commits unlawful possession of cannabis if:
(1) 
He/She, while in the Village, has in his/her possession not more than 10 grams of cannabis or any substance containing cannabis except as otherwise provided in the Cannabis Regulation and Tax Act, 410 ILCS 705/1 et seq., or the Compassionate Use of Medical Cannabis Program Act, 410 ILCS 130/1 et seq.; or
(2) 
A person age 21 or older, while in the Village:
(a) 
Has in his/her possession not more than the statutory possession limit of cannabis or a substance containing cannabis in a place where cannabis possession is not permitted by 410 ILCS 705/10-35(a)(2); or
(b) 
Uses cannabis or any substance that contains cannabis in a place where cannabis use is not permitted by 410 ILCS 705/10-35(a)(3); or
(c) 
Smokes cannabis in any place where smoking is prohibited under the Smoke Free Illinois Act, 410 ILCS 82/1 et seq.
C. 
Defenses. Any defenses available under the Cannabis Regulation and Tax Act, 410 ILCS 705/1 et seq.; 720 ILCS 550/11; and 410 ILCS 130/25 shall also be available as a defense to any violation charged under this section.
D. 
Penalty. Violations of this section may be enforced in accordance with the provisions of Chapter 100, Article III, General Penalty, of the Village Code.

A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
CANNABIS PARAPHERNALIA
Equipment, products, or materials intended to be used for planting, propagating, cultivating, growing, harvesting, manufacturing, producing, processing, preparing, testing, analyzing, packaging, repackaging, storing, containing, concealing, ingesting or otherwise introducing cannabis into the human body.
B. 
Unlawful possession by minors. Except as otherwise provided by the Compassionate Use of Medical Cannabis Program Act, 410 ILCS 130/1 et seq., a person under the age of 21 commits unlawful possession of cannabis paraphernalia if he/she, while in the Village, has in his/her possession any item of cannabis paraphernalia while also in possession of any amount of a substance containing cannabis.
C. 
Defenses. Any defenses available under 720 ILCS 600/4 and 410 ILCS 130/25 shall also be available as a defense to any violation charged under this section.
D. 
Penalty. Violations of this section may be enforced in accordance with the provisions of Chapter 100, Article III, General Penalty, of the Village Code.
