As used in this article, the following terms shall have the
meanings indicated:
SCAVENGER
A person who cleans or removes solid waste.

A. It shall be unlawful for any person to engage in the business of
scavenger, or the collection or disposal of animal, human or vegetable
refuse or offal, without having first secured a license therefor.
B. Application for such license shall be made to the Village Administrative
Clerk and shall be referred by the Administrative Clerk to the President
and Board of Trustees. No such license shall be issued except on order
of the President and Board of Trustees. The total number of licenses
is hereby restricted to four.
C. The annual fee for such license shall be set from time to time by
the Village Board.
It shall be unlawful for any scavenger to dispose of or store
any refuse in any place within the Village limits or within one mile
thereof, except with the permission of the President and Board of
Trustees.

Each scavenger licensee shall provide service to all refuse
producers served under such license unless such refuse producers are
delinquent in any payment of any fees for such service or are otherwise
in material breach of the provisions of any applicable law, ordinance
or code, or are in material breach of any lawful agreement between
said refuse producer and licensee.

Each scavenger licensee shall maintain a customer list of all
refuse producers served by the scavenger licensee and shall provide
copies of said customer lists to the Village President or his or her
designee, upon reasonable request.
