[Adopted as Title 1, Ch. 6, of the 1978 Code]
The Board of Trustees, consisting of six members, shall be elected to office for a four-year term, according to the method provided by statute. This Board shall be the legislative department of the Village government and shall perform such duties and have such powers as may be delegated by statute to it.

The members of the Board of Trustees shall take the oath of office prescribed by statute.
A. 
Regular meetings.

(1) 
The Village Board shall hold its regular meetings in the Village Hall on the first and third Mondays each month at 5:30 p.m., provided that if any meeting shall fall upon a holiday, then such meeting shall be held upon the Tuesday following. Notice of such regular meetings shall not be required.

(2) 
The meeting place of the said Board shall be at the Village Hall, unless otherwise ordered by the Board.
B. 
Special meetings. Special meetings may be called by the President of the Village or any three Trustees upon at least 24 hours' notice to all members and the President, provided that if all of the Trustees are present at a special meeting, no notice of such meeting shall be necessary and such notice shall be deemed waived; provided, further, that the requirements of a notice shall not apply where the President and all of the members of the Board of Trustees sign an instrument which specifically waives notice of a particular special meeting which has been duly called.
A. 
The Village President shall be the presiding officer of all regular and special meetings of the Board of Trustees and at all times when the Board meets as a committee of the whole.
B. 
The Village President shall not vote on any ordinance, resolution or motion except: 1) where the vote of the Trustees has resulted in a tie, or 2) where 1/2 of the Trustees have voted in favor of an ordinance, resolution or motion even though there is no tie vote or 3) where state law or an ordinance, resolution or motion requires the vote of greater than a majority of the corporate authorities. In all instances specified, the Village President shall vote. Nothing in this section shall deprive a President Pro Tem from voting in his capacity as Trustee, but he shall not be entitled to another vote in his capacity as President Pro Tem.

A. 
Approval, veto. All resolutions and motions: 1) which create any liability against the Village, or 2) which provide for the expenditure or appropriation of its money, or 3) to sell any Village property, and all ordinances passed by the Village Board, shall be deposited with the Village Administrative Clerk. If the Village President approves of them, he shall sign them. Those of which he disapproves, he shall return to the Village Board, with his written objections, at the next regular meeting of the Village Board occurring not less than five days after their passage. The Village President may disapprove of any one or more sums appropriated in any ordinance, resolution or motion making an appropriation and, if so, the remainder shall be effective. However, the Village President may disapprove entirely of an ordinance, resolution, or motion making an appropriation. If the Village President fails to return any ordinance or any specified resolution with his written objections within the designated time, it shall become effective despite the absence of his signature.
B. 
Reconsideration, passing over veto. Every resolution and motion specified in the preceding subsection, and every ordinance, which is returned to the Board of Trustees by the Village President shall be reconsidered by the Board of Trustees. If, after such reconsideration, 2/3 of all the Trustees elected to the Village Board shall agree to pass an ordinance, resolution, or motion, notwithstanding the President's refusal to approve it, then it shall be effective. The vote on the question of passage over the President's veto shall be by yeas and nays and shall be recorded in the journal.
A majority of the Trustees or three Trustees and the Village President shall constitute a quorum to do business.
A. 
The following shall be the standing committees of the Board of Trustees:
(1) 
Finance.
(2) 
Streets, Alleys and Drainage.
(3) 
Waterworks.
(4) 
Police.
(5) 
Sewers.
(6) 
Buildings.
B. 
Special committees shall be created from time to time as directed by the Board of Trustees.
C. 
All standing and special committees shall consist of three members each, including the Chairman, unless the Board shall otherwise direct. All committees shall be appointed by the President with the approval of the Board of Trustees.
Whenever a surety bond to indemnify the Village is required as a prerequisite to exercising the duties of any office or position, or to the issuance of a license or permit or for the exercise of any special privilege, the surety on such bond shall be a corporation licensed and authorized to do business in this state as a surety company, in the absence of specific ordinance provisions to the contrary. Whenever, in its opinion, additional sureties or an additional surety may be needed on any bond to indemnify the Village against any loss or liability because of the insolvency of the existing surety or sureties or for any other reason, the Board may order a new surety or sureties to be secured on such bond. If such new surety or sureties are not procured within 10 days from the time such order is transmitted to the principal on the bond, or his assignee, the Board shall declare the bond to be void, and thereupon such principal or assignee shall be deemed to have surrendered the privilege or position as condition of which the bond was required.
A. 
Order of business. The order of business of the Board of Trustees of the Village shall be as follows:
(1) 
Roll call.
(2) 
Approval of minutes of preceding meeting.
(3) 
Communications.
(4) 
Reports of officers.
(5) 
Reports of committees.
(6) 
Other businesses.
(7) 
Adjournment.
B. 
Rescinded action. No vote or action of the Board of Trustees shall be rescinded at any special meeting of the Board of Trustees unless there be present at such special meeting the same members of the Board of Trustees as were present at the meeting when such vote or action was taken, as provided by statute.
C. 
Resolutions. Any resolutions submitted to the Board of Trustees shall be reduced to writing before being voted upon on request of any two members of the Board.
D. 
Addressing meetings. With the exception of provisions in Chapter 327, Article I, Citizen Participation, no person other than the President or a member of the Board shall address that body at any regular or special meeting except upon consent of a majority of the members present.

E. 
Suspension of rules. The rules of order, other than those prescribed by statute, may be suspended at any time by the consent of a majority of the members present at any meeting.
F. 
Robert's Rules of Order. Robert's Rules of Order shall govern the deliberations of the Board of Trustees except when in conflict with any of the foregoing rules.
G. 
Disturbing meetings. It shall be unlawful for any person to disturb any meeting of the Board of Trustees or of any committee thereof; any person violating the provisions of this subsection shall be subject to penalties as set forth in Chapter 100, Article III, of the Village Code.

The duly qualified and acting Trustees of the Village shall receive as compensation for their services as such Trustees the sum of $35 for each regular meeting attended by them and the sum of $10 for each special meeting attended by them, provided that said Trustees shall receive compensation for not more than one meeting in each week, effective May 1, 1985. Where one or more special meeting is held in the same week as a regular meeting, said Trustees shall receive no compensation for said special meeting or meetings, but shall receive the sum of $35 for said regular meeting.[1]
