No person shall engage in the business of advertising by the
erection, use or maintenance of billboards or other structures upon
real property for the display of advertising matter within the City
without a license for that purpose issued by the City Clerk and payment
of a license fee of $50.
In addition to a license, the licensee shall obtain a permit
for each billboard or other structure to be used for advertising purposes.
Where one or more signs or advertisements are contained in one frame,
separate permits shall be required for each. A yearly fee of three
cents ($0.03) a square foot shall be charged for each permit. The
fee for a permit for less than a year shall be prorated on a quarterly
basis.
Each billboard or other advertising structure shall contain
the name and address of the owner and the permit number. If a license
or permit is required from the State of New Jersey, the state number
shall also be placed on the structure.
As used in this Article, the following terms shall have the
meanings indicated:
BILLBOARD
Any sign advertising any business, service, product or other
matter not located on the same premises as the sign.
