The sidewalks of the Township shall be used
only for the passing thereon of pedestrians and the carrying of packages
over the same, from the street to dwelling houses and stores and other
places of business in the usual method of delivering packages from
the street to such dwelling houses, stores and other places of business
aforesaid. No person shall drive any horse or other animal or any
vehicle upon or over such sidewalk without the permission of the Township
Committee, attested by the Township Clerk.
The streets of the Township shall be used for
the purpose of public travel only, with such other use of the same
as is necessarily connected with public travel. Shade trees may be
planted along the streets, highways, and alleys, but not within the
prescribed limits of the same. Such trees shall be planted so as not
to obscure light and air and shall not be so close as to interfere
with the lawful use of such streets, highways and alleys. They shall
be properly trimmed by the owners of adjoining premises. No person
shall wantonly or negligently cut or destroy any such shade trees
without the consent of the owner of the adjoining premises and of
the Committee and occupants.

A. The owners
of premises adjoining any sidewalk in the Township shall, within 10
hours after snow shall at any time have ceased falling within daylight
hours, remove or cause to be removed from such sidewalk and gutter
of the street all snow and ice thereon, and the occupant of any and
all such adjoining premises shall remove or cause to be removed all
dirt from the sidewalk and gutter of streets and from the highways
and alleys of the Township.
B. Failure to comply with the provisions of this section shall be deemed a violation constituting a nuisance or obstruction on the sidewalk in accordance with §
171-6.
No person shall remove from any street of the
Township any earth, gravel or any other road material.
No trees shall be removed from the streets of
the Township without the consent in writing of the Township Committee,
attested by the Township Clerk. The Township Committee shall have
power by resolution to direct the owner of any lands fronting on any
sidewalk or alley of the Township to remove any tree or trees standing,
growing or being in or upon any such sidewalk or alley. If such owner
shall fail to remove any such tree or trees so standing, growing or
being on such sidewalk or alley after 10 days' notice in writing of
the direction of the Committee for the removal of the tree or trees,
which notice shall be served either personally or by leaving it at
the dwelling house of such owner, and which notice shall purport to
be given by or of the Committee and attested by the Township Clerk,
then it shall and may be lawful for the Township Committee to cause
such tree or trees to be removed and taken from such sidewalk or alley.
When cut down, the owner of the premises shall, within 24 hours after
the same shall have been so cut down, take the trees so cut down to
his other premises and in case of his failure so to do, within the
time so limited, it shall be lawful for the Township Committee or
Township Clerk to dispose of the same, and with any proceeds to be
derived from the sale of the same to pay the expenses of having the
same so removed.

A. All nuisances
and obstructions on the sidewalk or in or on the streets or other
public places of the Township shall, after one day's notice to the
adjoining owner to abate and remove the same, and his failure so to
do, be abated and removed by the Township Committee.
B. The cost to the Township for such removal shall be calculated at the overtime rate for two employees for two hours and shall be payable in connection with any fines imposed pursuant to §
171-7.1.
No ashes, refuse or other waste shall be deposited
on any of the sidewalks or in or on any streets or other public place
in the Township.

A. The violation
of a section within this article shall be governed by this section.
B. Enforcement.
This section shall be enforced by the Township Police Department,
Township Code Enforcement Official, or other authorized designee of
the Township Committee.
C. Violations
and penalties. A violation of any provision of this article shall,
upon conviction thereof, be punishable by one or more of the following:
(1) A
fine of not less than $100 nor more than $2,000.
(2) A
period of community service not to exceed 30 days.
(3) The
cost incurred by the Township in remedying the violation.
