Editor's Note: According to its title, this ordinance authorizes the creation of an economic development corporation to be known as "Collinsville Industrial Development Corporation."
An economic development corporation shall be created as a nonprofit corporation authorized by the State of Texas for the purpose of administering the sales and use tax revenues collected for economic development of the City of Collinsville under Section 4(a) of the Development Corporation Act of 1979, as amended.[1]

The directors of the nonprofit corporation shall be seven in number and shall reside within the City limits of the City of Collinsville or within the boundary of the Collinsville Independent School District. Directors shall serve for two year terms and shall be appointed by and serve at the pleasure of the City Council of the City of Collinsville, except that no director shall serve continuously for more than six years. The Board of Directors shall conduct its meetings within the boundaries of the City of Collinsville.
The directors shall be appointed by the City Council of the City of Collinsville and, after such appointment, are authorized to file the proposed Articles of Incorporation with the State of Texas, which articles are hereby approved, and to propose to the governing body of the bylaws for the corporation's organization.
The nonprofit corporation created under the authority of this article shall have such authority as provided under Section 4(a), Article 5190.6, Revised Civil Statutes of the State of Texas,[1] and the Nonprofit corporation Statutes of the State of Texas, as now existing or as may be amended.

An ex officio member of the Board of Directors, serving in an advisory capacity, shall be the Mayor of the City of Collinsville.
This article shall become effective after passage by the City Council and signature by the Mayor.

No more than four of the directors may be elected City officials or City employees. The Board of Directors shall conduct its meetings within the boundaries of the City of Collinsville.
