The City of Collinsville, Texas, having studied the new Local
Government Code, more specially § 252.021, § 252.022
and § 252.044, as said sections apply to a general law town
and having determined that the City Council of the City of Collinsville
desire to further protect the citizens of Collinsville, Texas by requiring
that any contractor, bidder, vendor, or supplier of material, equipment
and labor to the City of Collinsville, Texas shall show evidence of
having workers' compensation insurance, general liability insurance
in the amount of $150,000, and other financial responsibility before
any contract or bid is accepted for delivery of material, equipment,
work, or commencement of a general construction project for the City
of Collinsville, Texas.
That after the execution of this article, any person, company
or corporation submitting a bid, furnishing labor, material, equipment,
or submitting a bid upon a general construction project or acceptance
of bid for a general construction project, and in addition to § 252.021,
§ 252.022, and § 252.044 of the Local Government
Code of the Texas Code Annotated, that said individual, company, corporation,
or other legal entity shall additionally furnish to the City of Collinsville,
evidence of having workers' compensation insurance, general liability
insurance in the amount of $150,000, and other financial responsibility
before any contract or bid is accepted for delivery of material, equipment,
work, or commencement of a general construction project for the City
of Collinsville, Texas covered by this article shall be executed.
The City Council, having determined that it would be for the
financial responsibility and general welfare of the City of Collinsville,
Texas, an emergency is hereby declared. This article shall be in full
force and effect upon passage.

The City of Collinsville agrees to implement the following specific
affirmative action steps directed at increasing the utilization of
business concerns located within the Section 3 covered area or owned
by Section 3 area residents:
A. To identify eligible business concerns for TCDP-assisted contracts
through the Chamber of Commerce, the Urban League, local advertising,
including public signage, project area committees, citizen advisory
boards, lists available through the local HUD program official, regional
planning agencies, and all other appropriate referral sources;
B. To maintain a list of eligible business concerns for utilization
in TCDP-funded procurements, to ensure that all appropriate project
area business concerns are notified of pending contractual opportunities,
and to make available this list for general City procurement needs;
C. To require all bidders on contracts to submit a written Section 3
plan including utilization goals and the specific steps planned to
accomplish these goals;
D. To ensure that contracts which are typically let on a negotiated
rather than a bid basis in areas other than Section 3 covered project
areas, are also let on a negotiated basis, where feasible, when let
in a Section 3 covered project area;
