The following is hereby established as resident and business
owner permit parking, and it shall be unlawful for any person to park
any vehicle or to allow the same to remain parked in the Merion Avenue
Parking Lot, except as specifically provided for in this article.
Parking in the Merion Avenue Parking Lot described below shall be
regulated by this article and the Code of the Borough of West Conshohocken,
as provided herein. Except as otherwise detailed herein, only noncommercial,
private passenger vehicles otherwise permitted by this chapter may
park in in the Merion Avenue Parking Lot as follows:

The Borough establishes the following regulations governing
permit parking zones:
A. All vehicles must have a permit to park in the Merion Avenue Parking
Lot.
B. A parking permit shall not guarantee or reserve a parking space within
a permit parking zone. A parking permit shall not authorize the stopping,
standing or parking of any vehicle in such places and during such
times as the stopping, standing or parking of vehicles is prohibited
or set aside for specific types of vehicles. A parking permit shall
not excuse the observance of any traffic regulation, other than the
two-hour maximum parking limit, enforced in a permit parking zone.
All vehicles parking in the Merion Parking Lot will be required to
remove their vehicle from the lot every 72 hours for a period of eight
hours.
C. All parking permits shall be visibly displayed in or on vehicles
in the manner prescribed by the permit application. Failure to comply
with the display provisions of this requirement may result in the
issuance of a parking ticket or such other penalties as described
in this article.
D. License plate numbers shall be displayed on parking permits, and
such permits shall only be valid for the designated vehicle. Parking
permits are not transferable without the written permission of the
Borough.
E. Whenever the holder of a parking permit or the vehicle for which
the permit was issued no longer fulfills one or more of the applicable
provisions of this article, the holder shall surrender the parking
permit to the Borough.
In addition to those parking permit detailed in §§
109-72 and
109-73, the Borough hereby establishes the following additional parking permits available in the Merion Avenue Parking Lot:
A. Temporary parking permit/short-term guest permit parking. Temporary
and short-term guest parking permits may be purchased for $15 for
use of up to 14 days. Such temporary permits will only be issued to
parking permit holders to accommodate temporary needs such as use
of a rental car or short-term house guests. Temporary parking permits
may not be used on a regular basis to provide parking for a person(s)
residing in the area, but not otherwise eligible for a parking permit.
A residence is only allowed one temporary permit at a time. No business
will be eligible for temporary parking permit/short-term guest permit
parking.
B. Business parking permit. A business parking permit may be purchased
only by a business owner located in the Borough. There shall be a
limit of one business parking permit per business.
The Borough shall have authority to revoke the parking permit
of any permit holder found to be in violation of any provision of
this article. The Borough shall provide written notification of any
and all violations of this article to any permit holder whose parking
permit is subject to revocation. Any person receiving such a notice
may, within 10 days after the date of the notice, appeal to the Borough
Council for a hearing on the revocation, and the decision of the Borough
Council shall be final.
In addition to the revocation of a parking permit, violations of this article may result in fines and penalties in accordance with §
109-54 of the West Conshohocken Borough Code, as follows:
A. Any person who violates any provision of this chapter shall pay a
fine of $50 and in default of payment thereof may be cited and upon
conviction shall pay the required fine plus costs.
