The following words and phrases when used in this chapter shall have the meanings respectively ascribed to them in this section:
COUNCIL
The elected Council of the Town of Chesapeake City.
COUNCILMEMBER
Any elected member of the Council of the Town of Chesapeake City except the Mayor.
MAYOR
The Mayor of the Town of Chesapeake City.
A. 
Time. The Town Council shall hold regular meetings each month. Regular sessions shall be held on the second Monday of each month, at 6:30 p.m.; provided, however, that when the day fixed for any regular meeting of the Council falls upon a day designated by law as a legal or national holiday, such meeting shall be rescheduled by a majority Council decision.

B. 
Place. All regular meetings of the Council shall be held in the Town Hall of the Town.

Special meetings shall be called by the Town Manager and/or Clerk-Treasurer upon the request of the Mayor or at least three members of the Council. Whenever a special meeting shall be called, a summons or a notice in writing signed by the Mayor shall be served upon each member of the Council in person, by notice left at his place of residence or by telephone, stating the date and hour of the meeting and the purpose for which such meeting is called, and no business shall be transacted thereat except such as is stated in the notice. All meetings of the Council shall be open to the public, and all rules of the Council shall provide that residents of the Town shall have a reasonable opportunity to be heard at any meeting in regard to any municipal questions.
The Mayor, or in his absence the Vice President of the Council, shall immediately call the Council to order. In the absence of the Mayor or Vice President of the Council, the Town Clerk, or his assistant, shall call the Council to order, whereupon a temporary Chairperson shall be elected by the members of the Council present. Upon the arrival of the Mayor or Vice President of the Council, the temporary Chairperson shall immediately relinquish the Chair upon the conclusion of the business immediately before the Council.
Before proceeding with the business of the Council, the Town Clerk or his deputy shall call the roll of the members, and the names of those present shall be entered in the minutes.
A majority of all the members elected to the Council shall constitute a quorum at any regular or special meeting of the Council. In the absence of a quorum, the presiding officer shall, at the insistence of any two members present, compel the attendance of absent members.
Unless a reading of the minutes of a Council is requested by a member of the Council, such minutes may be approved without a formal reading if the Clerk has previously furnished each member with a synopsis thereof.
All special committees shall be appointed by the presiding officer, unless otherwise directed by the Council.
A motion to adjourn shall always be in order and may be decided without debate.

Each Councilmember elected or reelected to the Town Council of the Town of Chesapeake City shall receive a monthly stipend of $100; the Mayor of the Town of Chesapeake City shall receive a monthly stipend of $400.
