[HISTORY: Adopted by the City Council of the City of Edgerton 3-1-1993 by Ord. No. 2-93 (Ch. 26 of the 1993 Municipal Code). Amendments noted where applicable.]
As used in this chapter, the following terms shall have the meanings indicated:
BICYCLE
Has the same definition as set forth in § 340.01, Wis. Stats., and also includes any other devices commonly known as "unicycles," propelled by feet acting upon pedals and having one wheel.
SKATEBOARD
A vehicle having wheels that is propelled by foot power.
Subject to special provisions as set forth herein, every person riding a bicycle upon a roadway is granted all the rights and is subject to all the duties which Ch. 346, Wis. Stats., grants or applies to the operator of a vehicle, except those provisions which by their express terms apply only to motor vehicles or which by their nature have no application to bicycles.[1]

A. 
Rules of the Road as set forth in Ch. 346, Wis. Stats., as applicable to bicycles.
B. 
A person propelling a bicycle shall not ride other than upon or astride a permanent and regular seat attached thereto.
C. 
No bicycle shall be used to carry more persons at one time than the number for which it is designed and equipped.
D. 
No person operating a bicycle shall carry any package, bundle or article or other item which prevents the operator from keeping at least one hand upon the handle bars at all times.
E. 
No person riding a bicycle shall attach himself or the bicycle to any vehicle upon a roadway.
F. 
No person shall operate a bicycle upon the sidewalks located in the downtown business section of the City of Edgerton.
G. 
Every person operating a bicycle upon a roadway carrying two-way traffic, unless preparing to make a left turn, shall ride as near as is practicable to the right edge of the unobstructed traveled roadway, including operators who are riding two abreast as set forth below. On one-way roadways the operator of the bicycle shall ride as near as is practicable to the left edge of the unobstructed roadway, including operators who are riding two abreast as set forth below. Every person operating a bicycle upon a roadway shall exercise due care when passing a standing vehicle or one proceeding in the same direction, allowing a minimum of three feet between the bicycle and the vehicle.
H. 
Persons operating bicycles upon a roadway shall ride single file upon all roadways which have center lines or lane lines indicated by painting or other markings. On roadways not divided by painted or other marked center lines or lane lines, bicycle operators may ride two abreast.
I. 
Any person operating a bicycle on a sidewalk shall yield the right-of-way to any pedestrian and shall exercise due care when passing a pedestrian on the sidewalk.
J. 
Bicycle equipment.
(1) 
No person may operate a bicycle upon a roadway, alley or sidewalk during hours of darkness unless the bicycle is equipped with or the operator is wearing a lamp emitting a white light visible from a distance of at least 500 feet to the front of the bicycle.
(2) 
Every bicycle shall be equipped with a red reflector or reflector tape with a diameter of at least two inches of surface area on the rear of the bicycle so mounted and maintained as to be visible from all distances from 50 feet to 500 feet to the rear when directly in front of lawful, upper beams of headlamps on a motor vehicle.
(3) 
No person may operate a bicycle upon a roadway, alley or sidewalk unless the bicycle is equipped with a brake in good working condition, adequate to control the movement of and to stop the bicycle whenever necessary.
(4) 
No bicycle may be equipped with nor may any person riding upon a bicycle use any siren or compression whistle.
Every person operating a skateboard shall be subject to the following rules within the City of Edgerton:
A. 
Skateboarding shall not be allowed on public streets, roads, or alleys within the City of Edgerton.
B. 
Skateboards shall not be operated in any municipal parking lots in the City of Edgerton.
C. 
Skateboards shall not be operated on any sidewalks within the commercial districts of the City of Edgerton.
D. 
Skateboards shall not be operated in areas of the municipal parks that have been posted as prohibited by the Director of Public Works.
E. 
Skateboards shall not be operated in any private parking lots which are posted by the owner as prohibiting skateboards.
F. 
Skateboard ramps shall be prohibited from being constructed, erected or placed on any public sidewalks or any public parks in the City of Edgerton.
G. 
No person riding a skateboard shall be pulled or towed by a bicycle or a vehicle upon a sidewalk or roadway.
H. 
Any person operating a skateboard on a sidewalk shall yield the right-of-way to any pedestrian and shall exercise due care when passing a pedestrian on the sidewalk.
No parent or guardian of any child shall authorize or knowingly permit said child to violate any of the provisions of this chapter.

A. 
Any person violating any of the provisions of this chapter shall forfeit not less than $25 nor more than $500, together with the costs of prosecution, corresponding penalty assessments, court costs, and other appropriate costs as established by statute or ordinance.
B. 
Any person under the age of 14 years who violates any of the provisions of this chapter shall be subject to the jurisdiction of the Rock County Circuit Court and subject to all provisions of Ch. 938, Wis. Stats.
