It is declared that the operation of hotels and motels, as defined
in this chapter, is a business affecting the public health, safety
and welfare of the City of Hackensack and its residents. In order
to ensure the protection of such public health, safety and welfare,
the City finds that it must license and regulate such establishments
in a manner authorized by and consistent with state statute and regulations.
This chapter is not for revenue purposes.

The City Council, for good cause, may revoke or suspend a license
or take such other lawful action within its power against a licensee
at any time during the period for which the license was issued, upon

this chapter or upon the objection of any public official having a
duty to enforce any law or regulation pertaining to the conduct of
the licensee or upon the written objection of any taxpayer or resident
of the City of Hackensack. Such action shall be taken after a hearing
provided to the licensee or applicant following complaint in writing
and upon at least seven business days' notice to the licensee
setting forth the grounds of the complaint. Determinations by the
City Council to refuse, suspend or revoke a license shall be in writing

or licensee consents to or requests an adjournment. In any event,
all determinations shall be made within 45 days from the date of the
hearing.
