Any person who violates any provision of this article shall, upon conviction thereof, be subject to the penalty provisions in Chapter
1, Article
II, General Penalty, of the Code of the Township of Harmony. The owner shall also be responsible for restitution for damage caused by animals.

Any person who shall own, keep or harbor a dog
of licensing age shall, in the month of January 1982, and annually
thereafter, apply for and procure from the Animal Control Officer
of the Township of Harmony a license and official metal registration
tag for each such registration of each dog and shall place upon each
such dog a collar or harness with the registration tag securely fastened
thereto.

A. The person applying
for the license and registration tag shall pay the fee of $10.80 for
each dog license and the sum of $1 for the NJ registration fee for
each dog. Said licenses, registration tags and renewals shall expire
on January 31 in the year stated on the license. In addition to the
fees payable as hereinbefore mentioned, the person applying for the
license and registration tag shall:

(1) Pay a N.J.
nonspayed/neutered fee of $3 for any dog of reproductive age which
has not had its reproductive capacity permanently altered through
sterilization; and
(2) Pay an additional
N.J. clinic fund fee of $0.20 for each dog licensed.
(3) Failure to apply for a license and pay the applicable fee by January 31 of year will result in the penalties described in §
133-6.
B. The Animal Control
Officer shall forward all fees collected for registration tags together
with the fee of $3 chargeable on all licenses issued for nonspayed
and nonneutered dogs and the additional surcharge of $0.20 for each
dog licensed to the State Department of Health within the time prescribed
by statute.

C. Dogs used as guides
dogs or service dogs (as defined in N.J.S.A. 10:5-5) shall be licensed
and registered as other dogs as hereinabove provided for, except that
the owner or keeper of such dog shall not be required to pay any fee
therefor. A dog temporarily placed in a foster home as part of a formalized
training to be a guide dog or service dog shall not be required to
be licensed and registered while the dog remains in the foster home
for such training.

D. All dogs must be registered by January 31 of each year, unless an extension is permitted pursuant to §
133-5. Registrations received after January 31 shall be assessed a $5 late fee per month, per dog for every month beginning February 1.

The owner of any newly acquired dog of licensing
age or of any dog which attains licensing age shall make application
for a license and registration tag for such dog within 10 days after
such acquisition or age attainment.

Any person who violates or who fails or refuses to comply with
any of the provisions of this article shall be liable to a penalty
per dog of $50 for the first offense, $75 for the second offense,
$100 for the third offense and for a fourth or subsequent offense,
shall be subject to a mandatory court appearance and subject to a
fine deemed appropriate by the Municipal Court not to exceed $1,000.
