[Adopted 9-3-1996 by Ord. No. 0:96-10 (Ch. 25, Art. XVII, of the 1990 Code)]
Pursuant to the provisions of N.J.S.A. 40A:9-154.5, there is hereby established in and for the Township of Harmony the position of Municipal Superintendent of Public Works, who shall be appointed by the Township Committee of the Township of Harmony.
The Municipal Superintendent of Public Works shall perform the following duties:
A. 
Perform administrative and supervisory duties in planning and organizing the installation, maintenance and repair of various public works facilities.
B. 
Supervise the care and maintenance of streets, roads, lanes, alleys, avenues, public places and motor vehicles.
C. 
Execute plans for the effective utilization of available funds, personnel, equipment, materials and supplies.
D. 
Prepare a departmental budget and maintain balances for the same each year.
E. 
Undertake responsibility for all departmental purchases.
F. 
Initiate standards for all equipment and materials used.
G. 
Develop suitable work programs for the varied functions of the department.
H. 
Provide suitable assignments and instructions to individuals and supervise their work.
I. 
Make recommendations concerning disciplinary measures, promotions or appointments of employees under his supervision.
J. 
Maintain a working acquaintance throughout the state with contracting, engineering and manufacturing representatives, as well as state agencies.
K. 
Keep up-to-date with changes which would affect department operations and purchase procedures.
L. 
Supervise employees engaged in the work involved in the construction, maintenance and repair of streets and in the installation, maintenance and repair of pipes and related drainage facilities appurtenant thereto.
M. 
Undertake investigation of complaints and initiate proper action to implement needed repairs with the minimum of delay.
N. 
Perform such other duties as are now or hereafter imposed by statute, regulation, municipal ordinance or as otherwise assigned by action of the Township Committee.
Commencing January 1, 1997, no person shall be appointed as Municipal Superintendent of Public Works unless he or she has the ability to read and write English, has a minimum of three years' experience in the operation and maintenance of trucks and other maintenance and construction equipment, possesses a valid New Jersey driver's license, is in relative good health and free from disabling physical and mental defects, has the ability to use, in a safe and efficient manner, trucks, maintenance and construction equipment and has had prior supervisory and administrative experience.
A person appointed as Municipal Superintendent of Public Works shall hold office during good behavior and efficiency and shall not be removed therefrom for political or other reasons, except for good cause, upon written charges filed with the Harmony Township Municipal Clerk and after a public, fair and impartial hearing.
The Municipal Superintendent of Public Works shall receive such compensation which shall be provided pursuant to the ordinance fixing salaries of several Township officers and officials of the Township of Harmony, County of Warren, State of New Jersey, as the same shall be amended or supplemented from time to time.
This article shall become effective upon final passage and publication as required by law. Nothing herein shall be deemed to limit or abridge the term of any person holding the office of any to which this article applies as of the effective date thereof.
