(a) 
The following days are hereby declared holidays for all regular city employees, subject, however, to the limitations herein stated:
(1) 
New Year’s Day -January first.
(2) 
Martin Luther King Day -Third Monday in January.
(3) 
Good Friday -Last Friday before Easter.
(4) 
Memorial Day -Last Monday in May.
(5) 
Independence Day -July fourth.
(6) 
Labor Day -First Monday in September.
(7) 
Thanksgiving Day -Fourth Thursday in November.
(8) 
Friday after Thanksgiving.
(9) 
Christmas Eve Day -December twenty-fourth.
(10) 
Christmas Day -December twenty-fifth.
(b) 
One floating holiday -To be taken during calendar year with approval of immediate supervisor in accordance with guidelines established by the city manager.
(c) 
If the legal holiday falls on a Saturday, the holiday is observed on the preceding Friday. If the holiday falls on a Sunday, the holiday is observed on the following Monday.
(d) 
The designation of the foregoing days as holidays shall not be construed as entitling any such employee to observe such holiday, or the right to be absent from his duty on the dates specified, except as provided in section 2.05.002 of the Code of Ordinances.

Department heads shall authorize holidays on the dates set out in the preceding section, unless to do so will unreasonably interfere with the necessary public service being rendered by such department. Any employees required to be on duty on any such holiday shall be entitled to a day off within thirty (30) days from such holiday, and at a time satisfactory to the department head.

When employees working on a shift arrangement in the fire, police, water, electric and sewage disposal departments have been employed by the city for six (6) months or more, in lieu of the holidays provided for in the preceding two (2) sections, the department head may arrange compensating days off at the end of vacation periods, by providing one day off for every sixty (60) days in a calendar year. These provisions shall apply to all such employees, whether they are on or off duty on the date in question by reason of any shift arrangement.
