When required by Morrisville Borough, all new and existing commercial,
industrial, institutional, professional and public buildings within
Morrisville Borough, with the exception of one- and two-family dwellings,
shall be outfitted with a rapid-entry key box approved by the Fire
Marshal.
All key boxes shall be installed in accordance with the following
standards:
A. The key box shall be installed in a workmanlike manner.
B. The key box shall be installed as required by the Fire Marshal, adjacent
to the main entrance door to the building or sprinkler room and must
be clearly visible. The key box shall be mounted not more than five
feet above finish grade. If the key box has a tamper switch it must
be connected to the buildings fire alarm system and upon opening,
produce a trouble signal in the fire alarm panel.
C. The key box shall contain keys clearly marked for the following locations:
(5) Electrical/mechanical rooms.
(6) Elevator equipment rooms.
(7) Rooms containing hazardous materials.
D. When electronic door locks are installed, the key box shall contain the code for the door and/or a swipe card for all areas identified in Subsection
C of this section.
This chapter shall also apply to all new construction after
the effective date of this chapter. All existing buildings, with the
exception of those specifically excluded, shall comply with the provisions
of this chapter within one year from the effective date of this chapter.
The owner of any building or property subject to this chapter
who shall fail to comply or who shall otherwise violate the provisions
of this chapter shall, upon conviction before a District Magistrate
of a summary offense, be subject to a fine in the amount not exceeding
$600, plus the cost of prosecution.
All provisions of the Code of the Borough of Morrisville inconsistent
or in conflict with this chapter are hereby repealed to the extent
of such inconsistency or conflict.
The provisions of this chapter are severable. If any section,
clause, sentence, part or provision hereof shall be held illegal,
invalid or unconstitutional by any court of competent jurisdiction,
such decision of the court shall not affect or impair any of the remaining
sections, clauses, sentences, parts or provisions of this chapter.
It is hereby declared to be the intent of the Council of the Borough
of Morrisville that this chapter would have been adopted if such illegal,
invalid or unconstitutional section, clause, sentence, part or provision
had not been included herein.
This chapter shall become effective pursuant to § 3301.3(b)
of the Borough Code.
