On and after the effective date of this article no person, firm or corporation
shall move into or remove from, or cause his personal property to be so moved
or removed, any house, dwelling or other building, within the Borough of Morrisville
without first having obtained a permit therefor from the Secretary of the
Borough of Morrisville.
Every person, firm or corporation seeking a permit to occupy any premises
shall file an application with the Secretary of the Borough setting forth
his name, location of the premises, name of owner and his address, the nature
of the proposed use of the building, and if for residence purposes, the name
and ages of the occupants, and such permits be secured from the Secretary
of the Borough of Morrisville.
Every person, firm or corporation seeking a permit to remove from any
premises shall file an application with the Secretary of the Borough setting
forth his name, address, the expected time of departure and attach thereto
receipted tax and water bills for the current year.
Upon filing of the application, it shall be the duty of the Secretary
of the Borough to issue the requested permit, if the indicated use does not
violate any of the ordinances of the Borough or if there are no outstanding
obligations due the Borough.
It shall be unlawful for any person, firm or corporation to transport
or remove personal property of another person which said person is moving
into or removing from a house, dwelling or other building within the Borough
of Morrisville unless such person so moving into or removing from the said
Borough of Morrisville shall have first obtained the permit as hereinbefore
provided. It shall be the duty of such person, firm or corporation transporting
or removing the personal property of another person to or from the Borough
of Morrisville, to ascertain that person, firm or corporation whose property
is to be so transported or removed has obtained the permit as hereinbefore
required.
Nothing contained in this article shall be construed to require any
owner of tangible personal property held for the purpose of manufacturing
in the ordinary course of his business or held for the purpose of sale or
resale in the ordinary course of business, to obtain any such permit to transport
or remove such tangible personal property from or to any storehouse, warehouse
or usual place of business; and nothing contained in this article shall be
construed as to requiring any hotel, lodging house or rooming house to obtain
any such permit for the use of transient guests or to require such transient
guests to obtain a permit.

Any person, firm or corporation who shall violate any provision of this
article shall, upon conviction thereof, be sentenced to pay a fine of not
more than $1,000, together with costs of prosecution, or to imprisonment for
a term not to exceed 30 days.

The loading and unloading of any truck, delivery wagon, tractor, trailer
or other vehicle, the transferring of any such load from any such vehicle
to another vehicle or the delivery of goods, chattels, merchandise or building
materials in any R-1 through R-4 Residential Districts, C-1 Central Commercial
Districts or C-2 Free-Standing Commercial Districts, or other commercial or
professional zones or such other districts that Borough Council may establish
as shown on the Borough Zoning Map, within the Borough of Morrisville, Bucks County, Pennsylvania,
on Sunday and between the hours of 8:00 p.m. and 7:00 a.m. on any weekday,
in such manner as to create dust, noise, racket or other disturbances to the
annoyance of the residents of that neighborhood, is hereby declared to be
a public nuisance and to be unlawful. This article shall not apply to any
loading and unloading in any area designated as I Industrial District on the
Borough Zoning Map.
Nothing in this article shall be construed as declaring a nuisance or
making unlawful the retail or house-to-house delivery of milk, dairy products,
eggs, bread, bakery products, foodstuffs, or medical supplies during the aforesaid
hours.
