[Adopted as Ch. 25 of the 2000 Code]
The purpose of this article is to provide for the appointment, powers and duties of a Civil Service Commission in accordance with the requirements of state law.
A. 
Appointment and term. A Civil Service Commission consisting of three members shall be appointed by the Mayor with the approval of the Council for staggered terms of four years.
B. 
Qualifications.
(1) 
Commissioners must be citizens of Iowa, eligible electors and residents of the City preceding their appointment. While on said Commission, no person shall hold or be a candidate for any office of public trust.
(2) 
Civil Service Commissioners shall not do any of the following:

(a) 
Sell, or in any manner become parties, directly or indirectly, to any contract to furnish supplies, material or labor to the City unless the sale is made or the contract is awarded by competitive bid in writing, publicly invited and opened.
(b) 
Have an interest, direct or indirect, in any contract or job of work or material or the profits thereof or services to be furnished or performed for the City unless the contract or job is awarded by competitive bid in writing, publicly invited and opened.[1]

C. 
Compensation. Civil Service Commissioners shall serve without compensation.
A. 
Chairperson. The Commission shall elect a Chairperson from among its members.
B. 
Clerk. The City Clerk shall be Clerk of the Commission.
A. 
Records. The Civil Service Commission shall keep a record of all its meetings and also a complete individual service record of each civil service employee, which record shall be permanent and kept up-to-date.
B. 
The Commission shall administer the civil service procedure as contained in Chapter 400, Code of Iowa, and amendments thereto and shall have, exercise and perform all powers and duties as provided thereby.[1]
