A. Committee establishment. The Board of Supervisors herein established
a Veterans Affairs Committee ("VAC"), which shall consist of up to
10 members who shall be appointed by the Board of Supervisors upon
recommendation by Veterans Affairs Committee to serve three-year terms.
Three members shall be appointed to three-year terms and four members
shall be appointed to two-year terms. One Supervisor shall serve as
a nonvoting liaison to the Committee.
B. Upon expiration of initial terms, all prospective members shall be
subject to reappointment to a three-year, or two-year, as noted above,
term by the Board of Supervisors, upon recommendation by Veterans
Affairs Committee, unless said member requests not to be reappointed.
C. Alternate membership. The Board of Supervisors may also appoint up
to five alternate members, upon recommendation by Veterans Affairs
Committee, at its discretion, to assist the Veterans Affairs Committee
in fulfilling its stated purpose and mission. The term of membership
for any alternate members will be one year, which can be extended
at the Veterans Affairs Committee's request upon approval by
the Committee Chair and the Board of Supervisors.

A. The Committee shall be authorized to:
(1) Make recommendations to the Board of Supervisors related to matters
associated with veterans' affairs and the Warrington War Monument
in IPW Park;
(2) Organize and hold the annual Memorial and Veterans Day Ceremonies;
(3) Promote and sell brick pavers for the memorial at IPW Park;
(4) Review and approve applications submitted for deserving veterans
to have their names inscribed on the Memorial Wall at IPW Park;
(5) Participate in Warrington Day;
(6) Establish and operate the Helping Hands Program to assist veterans
and their families that reside within the Township;
(7) Utilize volunteers to assist Committee members to accomplish the
activities listed above and any other activities that the Committee
undertakes;
(8) The Committee may perform such other veteran-related functions as
requested by the Board of Supervisors from time to time.

The Committee shall meet as need be, but at least quarterly,
at a time and date to be published in the public meeting notices of
Township meetings. The Committee, however, by a majority vote, may
cancel meetings.
Committee members shall not receive any compensation for their
services. Appointed Supervisors on the Committee shall continue to
receive their Supervisor stipend, but no additional compensation shall
be paid to a member of the Board of Supervisors or any other person
serving on the Committee. However, members shall be reimbursed for
expenses actually and necessarily incurred by him/her in the performance
of his/her duties, provided said expenses are approved in advance
by the Township Manager.

The Committee shall elect a Chairperson, Vice Chairperson and
Secretary at the first meeting of each calendar year. The Chairperson
shall be responsible to set the agenda in coordination with the Township
Manager, coordinate information requests from Township staff, preside
over the meetings and call for motions and recommendation. The Secretary
shall be responsible for assisting in the preparation of the minutes
of each meeting and sending to the Township Executive Assistant.
The Committee shall keep minutes of its meetings and activities
and shall make reports and recommendations to the Board of Supervisors
and Township Manager as necessary. At a minimum, minutes shall include
those persons in attendance at the meeting, Committee motions, votes
as well as recommendations.
Nothing contained herein shall be construed as an abolishment
of any existing Township agency, board, authority or commission even
though such agency, board, authority or commission may have responsibilities
related to the responsibilities delegated to this Committee. Neither
the Committee nor its members shall have authority to enter into contracts
without the approval of the Board of Supervisors.
