As used in this chapter, the following terms shall have the
following meanings:
A cell or cells onboard an electric vehicle used for storing
and furnishing electrical energy for the purpose of propelling the
electric vehicle.
A continuous period during which an electric vehicle is being
charged using the county charging station.
The conductors, including ungrounded and grounded, the electric
vehicle connectors, attachment plugs and all other fittings, devices,
power outlets, charging stations or apparatus installed specifically
for the purpose of transferring electric energy to a battery or other
energy storage device located onboard an electric vehicle.
A Township location that is outfitted with charging station
equipment with the primary purpose of transferring electrical energy
to a battery or other energy storage device located onboard an electric
vehicle.
A vehicle that operates either partially or exclusively on
electrical energy from a charging station or other electrical energy
source that is stored in the electric vehicle's battery for propulsion
purposes. "Electric vehicle" includes a battery electric vehicle;
a plug-in hybrid electrical vehicle; a neighborhood electric vehicle;
an electric scooter or electric motorcycle.
A.
Owners/operators of electric vehicles shall be permitted to use the
Township charging stations for purposes of transferring electrical
energy to the electric vehicle.
B.
Owners/operators of electric vehicles must comply with the activation
instructions at the charging stations, as provided by the Township's
maintenance and service vendor, to access and use the charging stations
and charging station equipment.
C.
Owners/operators shall be charged a rate per hour in accordance with
the rate schedule approved by the Township.
D.
After the electric vehicle is fully charged, the owner/operator will
be allotted a thirty-minute grace period to end their charging session
and remove their vehicle from the designated electric vehicle charging
station. After the thirty-minute grace period, the owner/operator
will be charged an occupancy fee of $10 per hour until the vehicle
is removed from the designated electric vehicle charging station.
If a vehicle is not removed within one hour after the electric vehicle
is fully charged, the Township shall have the right to remove the
vehicle and impose all costs for towing and storage against the owner
of the vehicle, plus a fine not to exceed $500.
Users of the Township's charging stations shall comply
with all posted rules and regulations regarding the use and operation
of the charging stations.
