This municipality hereby elects to administer and enforce the provisions of the Pennsylvania Construction Code Act, Act 45 of 1999, 35 P.S. §§ 7210.101-7210.1103, as amended from time to time, and its regulations.
The Uniform Construction Code, contained in 34 Pa. Code, Chapters 401-405, as amended from time to time, is hereby adopted and incorporated herein by reference as the municipal building code of this municipality.
Administration and enforcement of the code within this municipality shall be undertaken in any of the following ways as determined by the governing body of this municipality from time to time:
A. 
By the designation of an employee of the municipality to serve as the municipal code official to act on behalf of the municipality;
B. 
By the retention of one or more construction code officials or third-party agencies to act on behalf of the municipality;
C. 
By agreement with one or more other municipalities for the joint administration and enforcement of this Act through an intermunicipal agreement;
D. 
By entering into a contract with another municipality for the administration and enforcement of this Act on behalf of this municipality.
A Board of Appeals shall be established by the governing body of this municipality in conformity with the requirements of the relevant provisions of the code, as amended from time to time, and for the purposes set forth therein.
A. 
All building code ordinances or portions of ordinances which were adopted by this municipality on or before July 1, 1999, and which equal or exceed the requirements of the code shall continue in full force and effect until such time as such provisions fail to equal or exceed the minimum requirements of the code, as amended from time to time.
B. 
All building code ordinances or portions of ordinances which are in effect as of the effective date of this chapter and whose requirements are less than the minimum requirements of the code are hereby amended to conform with the comparable provisions of the code.
C. 
All relevant ordinances, regulations and policies of this municipality not governed by the code shall remain in full force and effect.
D. 
The Allegheny County Health Department shall continue to conduct plumbing inspections and issue plumbing permits for the Borough pursuant hereto.

A. 
International Building Code.
(1) 
Section 101.1 is hereby amended to read as follows:
These regulations shall be known as the Building Code of the Borough of Brentwood, hereinafter referred to as "this code."
(2) 
Section 1612.3 is hereby amended to read as follows:
To establish flood hazard areas, the applicable governing body shall adopt a flood hazard map and supporting data. The flood hazard map shall include, at a minimum, areas of special flood hazard as identified by the Federal Emergency Management Agency in an engineering report entitled "The Flood Insurance Study for the Borough of Brentwood," dated July 28, 2014, as amended or revised with the accompanying Flood Insurance Rate Map (FIRM) and Flood Boundary and Floodway Map (FBFM) and related supporting data along with any revisions hereto. The adopted flood hazard map and supporting data are hereby adopted by reference and declared to be part of this section.
B. 
International Energy Conservation Code.
(1) 
Section 101.1 is hereby amended to read as follows:
These regulations shall be known as the Energy Conservation Code of the Borough of Brentwood, hereinafter referred to as "this code."
C. 
International Existing Building Code.
(1) 
Section 101.1 is hereby amended to read as follows:
These regulations shall be known as the Existing Building Code of the Borough of Brentwood, hereinafter referred to as "this code."
(2) 
Section 1401.2 is hereby amended to read as follows:
Structures existing prior to May 5, 1919, in which there is work involving additions, alterations, or changes of occupancy, shall be made to conform to the requirements of this Chapter or the provisions of Chapters 5 through 13. The provisions of Sections 1401.2.1 through 1401.2.5 shall apply to existing occupancies that will continue to be, or are proposed to be, in groups A, B, E, F, I-2, M, R, and S. These provisions shall not apply to buildings with occupancies in Group H or I-1, I-3, or I-4.
D. 
International Fuel Gas Code.
(1) 
Section 101.1 is hereby amended to read as follows:
These regulations shall be known as the Fuel Gas Code of the Borough of Brentwood, hereinafter referred to as "this code."
(2) 
Section 106.2.2 is hereby amended to read as follows:
The fees for work shall be indicated on a schedule of fees adopted by Resolution of Brentwood Borough Council.
(3) 
Section 106.2.2 is hereby deleted in its entirety.
(4) 
Section 108.4 is hereby amended to read as follows:
Persons who shall violate a provision of this code, fail to comply with any of the requirements thereof, or erect, install, alter, or repair work in violation of the approved construction documents or directive of the code official, or of a permit or certificate issued under the provisions of this code, shall be liable to a fine of not less than $500 and not more than $1,000. Each day that a violation continues after due notice has been served shall be deemed a separate offense.
(5) 
Section 108.5 is hereby amended to read as follows:
Upon notice from the code official that work is being performed contrary to the provisions of this code or in a dangerous or unsafe manner, such work shall immediately cease. Such notice shall be in writing and shall be given to the owner of the property, the owner's authorized agent, or the person doing the work. The notice shall state the conditions under which work is authorized to resume. When an emergency exists, the code official shall not be required to give written notice prior to stopping the work. Any person who shall continue any work on the system after having been served with a stop work order, except such work as that person is direct to perform to remove a violation or unsafe condition, shall be liable to a fine of not less than $500 and not more than $1,000.
E. 
International Mechanical Code.
(1) 
Section 101.1 is hereby amended to read as follows:
These regulations shall be known as the Mechanical Code of the Borough of Brentwood, hereinafter referred to as "this code."
(2) 
Section 106.5.2 is hereby amended to read as follows:
The fees for mechanical work shall be indicated on a schedule of fees adopted by Resolution of Brentwood Borough Council.
(3) 
Section 108.4 is hereby amended to read as follows:
Persons who shall violate a provision of this code, fail to comply with any of the requirements thereof, or erect, install, alter, or repair mechanical work in violation of the approved construction documents or directive of the code official, or of a permit or certificate issued under the provisions of this code, shall be liable to a fine of not less than $500 and not more than $1,000. Section 106.6.3 is hereby deleted in its entirety.
(4) 
Section 108.4 is hereby amended to read as follows:

Section 305.4.1 is hereby amended to read as follows:
Building sewers that connect to private disposal systems shall be installed not less than 36 inches below finished grade at the point of connection with the septic tank. Building sewers shall be install not less than 36 inches below grade.
(7) 
Section 903.1 is hereby amended to read as follows:
Open vent pipes that extend through the roof shall be terminated not less than 12 inches above the roof. Where a roof is used for assembly or as a promenade, observation deck, sunbathing deck, or similar purposes, open vent pipes shall terminate not less than seven feet above the roof.
G. 
International residential code.
(1) 
Section 101.1 shall be amended to read as follows:
These regulations shall be known as the Residential Code for One and Two-Family Dwellings of the Borough of Brentwood, hereinafter referred to as "this code."
(2) 
Section 301.2(1) shall be amended to read as follows:
