of Youth Services with the Department of Police shall continue to
be provided, conducted, operated and administered by the Division
of Municipal Counseling Services, uninterrupted and in its original
and entire capacity of providing clinical services for the youth of

and turning all receipts over to the Township Treasurer at the end
of each working day.
Employees participating in the EAP and covered through health
maintenance organization (HMO) shall be referred to their family physicians,
through HMO, for mental health counseling, if appropriate. The cost
for such counseling will be covered as provided under the HMO program.
No costs shall be charged to the employee participating in the
EAP for initial evaluation - consultation.
All costs for counselors under EAP shall be covered and paid
from monies received through counseling payments with no cost to,
or payments by, the Township of Gloucester.
No employee eligible to participate in the EAP shall be refused
counseling if he or she is determined to be legitimately financially
unable to pay even the copayment portion of the costs for the counseling
session.
