The Division of Municipal Counseling Services within the Department of Support Services of the Township of Gloucester (formerly known as the Division of Youth Services within the Department of Police) shall establish, provide, conduct, operate and administer the following programs:
A. 
Youth Counseling Services; and
B. 
A Municipal Employee Assistance Program.
The Youth Counseling Services Program heretofore established, provided, conducted, operated and administered by the former Division of Youth Services with the Department of Police shall continue to be provided, conducted, operated and administered by the Division of Municipal Counseling Services, uninterrupted and in its original and entire capacity of providing clinical services for the youth of Gloucester Township. Referrals for counseling will continue to be provided through the Police Department, schools, child study teams, juvenile court, families and by the individuals themselves.
A. 
The Employee Assistance Program (hereinafter referred to as the "EAP" and herein authorized) shall be limited to municipal employees and officers of the Township of Gloucester and their immediate families and shall consist of the following:
(1) 
Comprehensive individual, couple or family counseling;
(2) 
Crisis intervention and/or referral services as needed and recommended by the Division head or counselor;
(3) 
Treatment referrals for substance abuse problems; and
(4) 
Referrals for additional treatment or assistance as deemed appropriate for the employee or family members.
B. 
A comprehensive initial evaluation will be conducted by the Division head or a counselor of the Division of Municipal Counseling Services to determine the municipal employee's counseling fees and to establish an appropriate course of treatment.
The cost of individual, couple and family sessions under the EAP shall be $40 per session. Inasmuch as the cost of these sessions will be reimbursable through major medical coverage, the employee will be responsible for paying the copayment portion of the session time directly to the counselor, and the employee shall be billed for the balance of the cost. Full payment of said cost shall be made within one month of the session, after the employee shall have been reimbursed from his or her major medical carrier. The secretary or clerk to the Division head will assist and be responsible for billing, handling of all bookkeeping, receiving monies from the counselor or client and turning all receipts over to the Township Treasurer at the end of each working day.
Employees participating in the EAP and covered through health maintenance organization (HMO) shall be referred to their family physicians, through HMO, for mental health counseling, if appropriate. The cost for such counseling will be covered as provided under the HMO program.
No costs shall be charged to the employee participating in the EAP for initial evaluation - consultation.
All costs for counselors under EAP shall be covered and paid from monies received through counseling payments with no cost to, or payments by, the Township of Gloucester.
No employee eligible to participate in the EAP shall be refused counseling if he or she is determined to be legitimately financially unable to pay even the copayment portion of the costs for the counseling session.
