The Township Council hereby creates and establishes a Blackwood Lake Advisory Committee which Committee shall make reports and recommendations and formulate proposals concerning the same to Township Council.

The Blackwood Lake Advisory Committee shall be composed of nine members appointed by the Township Council, and one member of the Township Council, to be appointed by the Township Council, to serve as Council liaison to the Advisory Committee for Blackwood Lake, as a nonvoting member. The Council liaison shall be appointed at the Council reorganization meeting and shall serve for a term of one year. There shall be one person from the Historical Committee and one person from Blackwood West. The seven remaining members shall be citizens and residents of the Township of Gloucester.
A. 
The Advisory Committee is formed for the following purposes:
(1) 
To work to preserve and restore the Lake, surrounding area and the Blackwood Lake Trail as a natural resource.
(2) 
To study and make recommendations concerning the preservation of the Lake, surrounding area and the Blackwood Lake Trail.
(3) 
The submission of recommendations to the Township Council of appropriate plans for the use of these areas.
B. 
The Committee shall act and discharge its duties within the limits of funds appropriated to it for such purpose by the Gloucester Township Council.
The Committee shall organize on July 1st of each successive year, at which meeting the Committee shall designate one of the seven members to serve as Chairman. The Committee is authorized to adopt bylaws governing its procedural operation.
The Blackwood Lake Advisory Committee shall keep records of all its meetings and activities and shall make an annual report to the governing body of the municipality on or before the last day of December of each year.
