There is hereby created a Martin Luther King Center Advisory
Board consisting of seven voting members and one alternate voting
member, who shall be appointed by the Mayor with the consent of the
Borough Council. In addition to the voting members, the Director of
Parks and Recreation or his/her/their designee shall be a nonvoting
member on the Board. Members of said Board shall be residents of the
Borough of Glassboro. Members shall receive no compensation for their
services.
Upon the adoption of this new chapter, there shall be appointed
three members for a term of one year, two members for a term of two
years and two members for a term of three years. The term of the alternate
member, upon appointment, shall be for three years. Thereafter, all
appointments shall be for a term of three years. Members of the Board
may be removed at any time, for sufficient cause, by the Mayor with
the consent of the majority of the members of the Borough Council.
In the event of a vacancy caused by the death, inability, resignation
or removal of any member, the Mayor, with the consent of the Borough
Council, shall appoint another person to fill the unexpired term of
such vacancy.
Upon their appointment, an organizational meeting shall be held
by the members of the Board, at which time there shall be elected
a Chairman, Vice Chairman and a Recording Secretary.
The powers and duties of such Chairman shall be as follows:
A. To preside over all meetings of the Board.
B. To appoint such committees as may be authorized by the Board to carry
out the objectives and purposes of the Board.
The Board shall have the following powers, authority and duties.
They shall:
A. Advise the Borough on the planning, organizing, directing and evaluation
of the programs and activities at the Martin Luther King Center.
B. Assist in the operation and maintenance and use of the Martin Luther
King Center.
C. Engage volunteers, with the approval of the Board, to assist in the
organizing, training, and assignment of their respective duties to
them.
D. Keep careful and complete records of the Center's activities
and services and of the volunteers of the Board, and a complete inventory
and record of all property of the Board.
E. Prepare and present an annual report of the Martin Luther King Center
activities, events and programs at the close of each year to the Mayor
and Council.
F. The Board may also solicit or receive any gifts, bequests of money
or other real or personal property, to be applied for either temporary
or permanent operation and maintenance of the Martin Luther King Center.
The Board shall have the power to recommend rules and regulations
to the Borough Council for the use and management of the Center. All
rules and regulations for the use of the Center and amendments thereto
recommended by the Board shall be approved and codified according
to law by the Mayor and Council.
Annually, the Board shall submit a budget to the Director of
Parks and Recreation to be adopted by the Mayor and Council. All revenue
and expenditures shall be handled by the Parks and Recreation Department,
and expenditures shall only be authorized by the Director of Parks
and Recreation.
Regular meetings of the Martin Luther King Advisory Board shall
be held according to a predetermined schedule or at the call of the
Chairman or, in his absence or disability, at the call of the Vice
Chairman; provided, however, that a meeting shall be called upon the
written request of three members of the Board. At least two days'
notice is waived in writing. At all meetings a quorum shall consist
of a majority of the members of the Board. The one alternate member
shall attend all meetings of the Board. The alternate member shall
participate in all discussions and activities but shall have no right
to vote on any issue unless there are fewer than seven members present
at any such meetings. In the event that there are fewer than seven
members present, then the alternate member shall have the right to
vote on any such matter.
This chapter shall take effect upon passage and publication
as provided by law.
