The mandatory standards of the overlay zone establish the right-of-way
width and streetscape features for the corridor. The opt-in standards
include incentives which relax some of the base-zone standards (landscaping
requirements, for example) in exchange for meeting specified standards
which will shape the desired character of the built environment. The
point system allows a landowner to improve the site in specific ways
which will help create the desired character of the built environment
and provides framework for distribution of financial incentives that
may become available. (The overlay zone does not establish those financial
incentives, but merely establishes a point system for accessing such
funds if and when they become available.)
