A. 
It is the purpose of this article to promote the general welfare and economic vitality of the Village and to promote and encourage economic development and betterments.
B. 
Consistent with Article 2 of the New York State Municipal Home Rule Law, the Village deems it to be in its best interest to supersede Section 7-730 of the Village Law with respect to its own property, affairs, and government.
It shall be lawful for the Village to supersede Section 7-730 of the New York State Village Law if, after making findings, the Village Board determines that the general welfare and economic best interest of the Village are advanced by not requiring a subdivision developer to be required to construct certain streets and highways within a proposed subdivision and that construction of certain streets and highways may be borne by the Village at public expense.
