The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
A. 
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XII (§ 140-49), attached to and made a part of this chapter.
B. 
No person shall park a camper or recreational vehicle at any time upon any of the streets within the Village.

No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XIII (§ 140-50), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XIV (§ 140-51), attached to and made a part of this chapter.
A. 
No person shall park a vehicle between the hours specified in Schedule XV (§ 140-52) of any day, unless otherwise indicated, upon any of the streets of parts of streets described in said schedule, attached to and made a part of this chapter. Volunteer firemen, while at the Fire Department, and police officers, while at work, shall be exempt from this section for parking on East Avenue and East Miller Street adjacent to the Fire and Police Departments.

B. 
Except for the Village parking lot located at the southwest corner of Church Street and East Avenue, no motor vehicle or other vehicle shall be parked or left standing on any of the municipal parking lots of the Village of Newark, including the space between the curb and the property line, between the hours of 2:00 a.m. and 6:00 a.m., and any such vehicle found parked or standing in violation of this section shall be removed, without liability to the Village for possible damage, from said place by the police and placed in a parking lot or garage, and the cost of towing (not to exceed $250) and parking (at the rate of $5 per day commencing on the third day) said vehicle shall be collected from the owner or operator of said vehicle before said vehicle shall again be delivered to the owner or operator thereof. Volunteer firemen, while at the Fire Department, and police officers, while at work, shall be exempt from this section for parking in the Village Parking Lot "M" adjacent to the Police Department.

C. 
All-night parking shall be allowed in the Village parking lot at the southwest corner of Church Street and East Avenue (Lot C) as follows: on the south side on Monday, Wednesday and Friday, and on the north side on Tuesday, Thursday, Saturday, from 2:00 a.m. to 7:00 a.m.
No person shall stop a vehicle during the times specified in Schedule XVI (§ 140-53) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.

No person shall stop a vehicle for the purpose of picking up or discharging a passenger during the times specified in Schedule XVIA (§ 140-53.1) of any day, unless otherwise indicated upon any of the streets or parts of streets described in said schedule, attached to and made part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVII (§ 140-54) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVIII (§ 140-55) at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.

No person shall park a vehicle upon any of the streets or parts thereof described in any schedule attached to and made a part of this chapter, except at such angle as is designated by pavement markings and only within the painted stall lines. On all streets, municipal parking lots or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XIX (§ 140-56), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XX (§ 140-57), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XXI (§ 140-58), attached to and made a part of this chapter, are hereby designated as bus stops.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XXII (§ 140-59), attached to and made a part of this chapter.
It shall be unlawful for any person to park any vehicle or to allow the same to remain parked in any special purpose parking zone established in Schedule XXIII (§ 140-60), attached to and made a part of this chapter, except as specifically provided for such zone.

A. 
All parking regulations in the Village Code are enforceable on all properties within the Village of Newark owned by the Newark Housing Authority.
