A. 
It shall be unlawful for any person or persons to burn trash, rubbish or other combustible material or to make, cause or assist in making any fire for the burning of trash or rubbish or any fire commonly known as a "bonfire" within the fire zone described in Chapter 43, Building Construction, Article II, Fire Zone Designated.

B. 
This article shall not apply to fires in any regularly installed stove, furnace or heating plant in any building in said territory or any incinerator approved in writing by the Fire Marshal of the Village.

No person shall set fire to any grass lot, brush lot or meadow in the Village of Southampton, and no person shall undertake to burn off any such lot or meadow unless a permit shall have been previously obtained from the Fire Marshal of the Village consenting thereto.

It shall be unlawful for any person to place or store any trash, garbage or rubbish outside of a building on property used for nonresidential use in the VB (Village Business) District, the HB (Highway Business) District, the OD (Office Business) District or the HRO (Hampton Road Office) District, as defined in the Village Zoning Code (Chapter 116), unless all of the following provisions are complied with:
A. 
Such trash, garbage or rubbish shall be placed and contained in a secure covered container. The top or cover of such container shall remain closed at all times except when trash, garbage or rubbish is actually being placed in such container or being removed from such container for removal from the premises.
B. 
Such container shall be screened from view on all sides by a stockade or similar fully closed fence enclosure at least six feet high. Such fence enclosure shall remain closed at all times except when trash, garbage or rubbish is actually being placed in such container or being removed from such container for removal from the premises.

Any person who violates this article or fails to comply with any of its requirements shall, upon conviction thereof, be subject to the penalties provided in Article II of Chapter 1 of the Code of the Village of Southampton.

No person shall convey any slops, garbage, filth, waste or junk through any public street or place without a license from the Board of Trustees.

The fee for such license shall be $25 per year, and the same may be canceled by the Board of Trustees should the licensee scatter any glass or other waste in any public street or place or use an open receptacle for conveying the same.

Any person who violates this article or fails to comply with any of its requirements shall, upon conviction thereof, be subject to the penalties provided in Article II of Chapter 1 of the Code of the Village of Southampton.
