Based on the report of the Township's Sewer
Engineer dated May 8, 1987, the Board of Supervisors finds that further
development in the southeastern portion of the Township will overburden
the sewer pumping stations presently serving that area. The Board
further finds that the most feasible means of addressing the problem
is to replace the three existing pump stations with a new pumping
facility having sufficient capacity to service existing sewage flows
and the projected future flow from property which is now unimproved.
As the existing facilities are adequate for the present flows, it
would be inequitable to impose the entire cost of the new pump station
upon either the present users within the affected area or upon all
users of the Township's sewer system generally. It is therefore, deemed
to be in the public interest that landowners with unimproved lots
in the subject area pay a reasonable charge to be applied to the necessary
costs of constructing the new pump station when making application
for a building permit to improve any lot.
